Vehicular traffic on the 300 km-long Jammu-Srinagar National Highway was again stopped, this evening, as a precautionary measure due to slippery road conditions and at-least 2000 vehicles were stranded at different places on the highway. More people fell ill due to outbreak of viral fever in Banihal villages today.
Our correspondent Khawaja Sharjeel from Banihal said that after the highway was cleared by the Border Roads Organisation (BRO), it was reopened for one-way traffic in the morning. The smooth flow of traffic continued till late evening but due to fresh snowfall and rains, the traffic was stopped at 6.30 PM. At-least 4 inches of fresh snow accumulated on the highway near Jawahar Tunnel and 2 inches at Patnitop making the road slippery.At-least 750 vehicles stranded at a stretch between Patnitop to Banihal were to allowed to move towards the valley and out of these, 400 crossed the Jawahar tunnel till 5 in the evening.
The highway, the only surface link with Kashmir valley, was closed due to heavy snowfall, avalanches and landslides on the Jawahar tunnel-Banihal-Ramban-Patnitop stretch on January 15. However, due to a thick blanket of fog in Sher-Bibi area, where a major avalanche was cleared, Srinagar-bound traffic was stopped for some time as a precautionary measure but later trucks carrying essential supplies, including LPG, oil supplies and food grains, were allowed to move to Kashmir valley from Jammu.
The men and machines of the BRO worked overtime to clear the highway from heavy snowfall, two major avalanches and five landslides. The highway was lashed by heavy snowfall on January 15 and January 16 at Jawahar tunnel, Banihal, Batote and Patnitop areas. Two major avalanches also hit the arterial road at Nachalana and Shatani Nallah, while five landslides occurred at Digdol, Panthal, Sheri-bibi and Maroog and Shergarhi areas of Ramban district.
The inter-district highway of Jammu-Rajouri-Poonch has been restored for traffic even as Doda-Kishtwar is still closed due to snowfall at various places. Besides, most of the inter-district roads in Reasi, Doda, Kishtwar, Ramban and partly Kathua districts are closed due to heavy snowfall. The inter-state Bhaderwah-Chamba (Himachal Pradesh) road is also closed following nine feet snow at Sartangal Pass.
Our correspondent from Udhampur reported that due to the closure of the highway in the evening, over 2000 vehicles are stranded at various places, mostly at Udhampur and Nagrota areas of Jammu district. He said that in Udhampur, traffic was stopped at Jekhani, Bye-Pass, Mand, Dhar Road and Bali nallah. Normal life has been thrown out of gear due to fresh rains and snowfall in Udhampur district. Fresh snowfall was witnessed at Patnitop, Nathatop, Dudu Basantgarh, Latti Dhuna and Pancheri while the plains witnessed heavy rainfall.
Our correspondent from Reasi said that the people of remote areas of Mahore tehsil Reasi suffered huge loss of cattle. IAF carried out relief operations and dropped essential commodities, particularly food grains, in the mountainous belt of Reasi district, providing relief to people in the snow-hit area.
Intensifying relief operations to provide essential commodities to people trapped in the higher reaches of Mahore area of Reasi district owing to heavy snowfall and hostile weather conditions, the District administration in coordination with the Air Force, dropped several quintals of food grains in Gulabgarh area of the district. MI-17 Helicopters, fully loaded with food grains took off from the Reasi sports stadium and landed at Gulabgarh, to provide immediate relief to people trapped in inclement weather conditions.
Last year too, Indian Air Force Helicopters air-dropped ration and other material for people living in Dewal and Gandiala villages of Mahore area on December 13 during the first snowfall. Relief operations are being maintained under the close guard of Jammu Divisional Commissioner Pawan Kotwal and district Development Commissioner of Reasi Sheetal Nanda with a thrust to ensure that all inhabitants of such area could get essential commodities.
According to Additional Deputy Commissioner, Rajinder Singh Tara, sufficient stock of food grains is available with different stores of the district especially in far-flung areas and every effort is being made to reach out to the people trapped in higher reaches due to snow.
Police handout said that cops are assisting the civil administration in snow clearance operation, besides offering all available resourses to help people in tough times. Parts of the district, particularly large parts of subdivision Mahore have witnessed more than 10 ft of snowfall over the past week. This abnormal situation has led to the disruption of supply lines of food grains and other essential items to the residents of the far flung areas of the subdivision. The adverse weather had also led to temporary suspensions of the major roads of the district, particularly the stretches between Arnas and Mahore, between Mahore and Chassana and between Mahore and Shajroo.
Police personnel actively assisted the district administration and the Border Roads Organization authorities in restoring the transport links so the essential commodities and people in distress could be transported to their respective destinations. So far no loss of life or limb and only minor damage to property has been reported in the district due to adverse weather conditions.
The handout further said that heavy snowfall in Doda district led to disruption of all essential services. In view of this, Joint Control Rooms were established at Doda and Bhaderwah respectively with civil administration and PMF to monitor the situation in the District. All SHOs/IC PPs, Operation groups in the district were kept on alert and were briefed to act as rescue operations.
The patrolling was got conducted by SHOs, IC PPs, Ops Groups in their AORs to reach out to people and redress their problems. The communication network in the entire district was kept alive to monitor the situation and pass it on to senior quarters. SP Doda with Deputy Commissioner, Doda and a Representation of Police physically supervised the road clearance operation and restoring of essential services on Doda –Bhaderwah road, Doda-Assar Road, Doda-Gandoh road and Doda-Bhagwa –Bemina road respectively.

Jammu Srinagar highway opens partially
Vaishno Devi pilgrimage resumes, 200 ill in Banihal
As pilgrimage to Mata Vaishno Devi resumed this morning after a night-long halt, one-way traffic was restored at Jammu-Srinagar National Highway. Due to outbreak of viral fever, at-least 200 people fell ill in Banihal villages in absence of medicare and doctors.Reports from Reasi said that pilgrimage to Mata Vaishnodevi resumed this morning after a night-long halt due to extreme cold and snowfall around the cave shrine in the Trikuta hills.“Yatra has begun this morning as routine. It was suspended last evening due to extreme cold triggered by heavy snowfall in the shrine area and enroute,” official reports said.“Yatra is going on smoothly. There is no problem to pilgrims,” reports said, adding that there was heavy snowfall in and around the cave shrine triggering extreme cold wave conditions yesterday. The shrine and its adjoining Trikuta hills received the season's first snowfall on January 6.
Despite cold wave conditions, the pilgrimage was going on till last evening, but no one was allowed from the Katra base camp towards the shrine later.Our correspondent Khawaja Sharjeel reports from Banihal that after two days the 300-km long National Highway re-opened for one-way trafic, today. All the stranded 115 vehicles carrying essential commodities which where stranded at Chanderkot and Ramban were allowed to move towards Kashmir at about 5 PM today. 120 vehicles carrying essential commodities crossed Jawahar Tunnel at 9 PM.BEACON authorities removed snow on one side at National Highway early today and completed the job at 2:30 PM upto Jawahar tunnel. Meanwhile, bulldozers were pressed into service to remove landslides at Gangru Ramsu at about 4:30 PM and then traffic was allowed to move towards Kashmir.
Reports from Trigam, Charwari Nallah, Put Nallah, Kacharbass, Padder Ara, Ara, Takri, Guri, Gunz, Kumbla, Thakdhar Ara, Ahma and Tragan revealed that some viral infection had spread in these areas. People are suffering from cough and fever. At least 200 people have suffered due to this viral infection, official reports said.The people infected by viral fever are forced to move on foot for at-least 4 kilometers to reach the Primary Health Center (PHC) Khari. It was learnt that viral infection occured due to non-availability of drinking water and use of snow melted water. No doctors or medicare facilities were available in these areas.When contacted, Tehsidhar Banihal Niyaz Ahmed Wani, he said PHE department and Health department authorities have been asked to provide necessary facilities to the people and DDC Ramban has also been informed. He told KTNS that all departments like PHE, Health, PDD and PWD are monitoring the situation keenly.
Due to heavy rains, landslides were reported at Seri Ramban, Maroog, Nashri, Digdool, Khooni Nallah and Panthal. A snow avalanche also struck at Nachllana causing no loss to life and property which was cleared about 4:30 PM. Two residential houses were reportedly damaged at Ramban and Parnot besides one Government Middle School at Trana Khari.Power was also restored after one day by PDD Banihal at town and adjoining villages of Banihal incliding Chanjloo, Malwat, Gujnarh Krawah, Parastan, Phago, Chamalwas, Neel, Pogal, Ukhall, Panthal, Khari, Trigam and Trana. The clearance of snow at Banihal link roads was also started by PWD Banihal and only the roads under IRCON are yet to be cleared except Kaskoot Banihal.
A big Chinar tree at Kaskoot suffered cracks and there are chances of damage to two big homes and Jama Masjid Kaskoot, in case the tree collapses. People of Kaskoot requested Tehsidhar Banihal and district administration for help so that heavy loss can be prevented timely.
Police communique claimed that heavy avalanches took place in Nachalana, Sherbibi and Shermili Water Fall areas due to recent heavy rainfall. To expedite the widening of the national highway, police alongwith about 100 personnel along with spades and other equipments reached the spot and widened the path for safer passage.
The communique further claimed that cops rescued nine migrant families in Sangaldan area and these were shifted to PWD building near Sangaldan. Couple of families were shifted from Barakund and Hall area to safer places and 10 families from village Kurzi, 5 families from village Hargam, 1 family each from village Mangit and Aramdhaka.
The cops evacuated 3 LMVs from snow prone area and rescued 12 passengers in Ramsoo, 4 LMVs from snow prone area and rescued 16 passengers in Nowgam while the track was cleared by the police leading to Masjid at Banihal.
Passengers were accommodated at safer places in Batote and Ramban areas and 260 loadcarrier vehicles were allowed to move towards valley.In Jammu stranded passengers protested at General Bus Stand demanding early arrangements for their shifting to respective destinations.

Fresh snowfall lashes hilly areas
With continuous rainfall in plains and snowfall in upper reaches, Jammu region continued to reel under severe cold weather conditions. The people were forced to remain inside their houses both in the plains and hilly areas due to harsh weather conditions. Traffic on Jammu-Srinagar National Highway as well as other roads connecting interiors of majority of the districts remained suspended for third consecutive day, today.
A snow avalance hit the Mahu Mangat area of Banihal, damaging three seasonal houses (Dhoks) completely, while like the valley several remote areas of district Poonch, Rajouri, Reasi, Ramban, Doda, Kishtwar, Udhampur and Kathua remained cut off from rest of the world due to snapping of road connectivity. These areas reportedly are facing acute shortage of food and medicines, as none of the agency managed to reach them. The residents of these areas were not expecting such heavy snowfall and were not prepared to handle any adverse situation.
Meanwhile, Vaishnodevi pilgrimage is going on despite snowfall continuing in and around the cave shrine.Our correspondent Khawaja Sharjeel from Banihal reported that a snow avalanche hit Mahoo Mangit area where 9 feet of snow accumulated with fresh and continuous snowfall today. 6 families of this hamlet migrated to safer areas. Three seasonal houses were damaged in the avalanche at Hargam Mangit with no loss of life. The snowfall continued in the area when reports last came in increasing threat of more avalanches.3 more houses were damaged in different villages of the tehsil.With fresh 4.5 feet snowfall today, 8 feet snow acumulated at Jawahar tunnel, 2.6 feet at Banihal, 3 feet at Pogal Paristan, 5 inches at Ramsu, 5 inches at Batote and 7 inches at Patnitop.
Snow avalanche also hit Shatani Nallah area of Banihal with no loss to life and property, landslide on National Highway at Gangru Ramsu, shooting stones at Panthal (Ramsu) with heavy rains at Ramban and Chanderkot.Banihal, Ramsu and Ramban are facing huge shortage of LPG cylinders and other essential commodities. The locals alleged that LPG outlets are selling gas to the hotel owners at Rs 600 per cylinder against its original rate of Rs 470.
When Tehsidhar Banihal Niyaz Ahmed Wani was contacted, he told that shortage of LPG has already been reported to DDC Ramban.Only one water tanker is supplying drinking water to the towns and surrounding areas of Banihal where roads are clear.16 passengers are stranded at Banihal and they have been accommodated in shelter shed Gund Adalkot Banihal. One of the stranded passengers suffered from heart problem and he was immediately shifted to Emergency Hospital Banihal where he is said to be stable after medicare.

It was learnt that no private or local labour had been working for the restoration of power and only lineman and causal labourers are working round the clock.The district administration claimed to have made adequate arrangements for the stranded passengers at the highway in Ramban district.

The people are trying to save their houses by clearing snow from rooftops of their houses.
SSP Reasi Atul Goel, when contacted, said that all links to these areas are closed while the weather conditions are also not improving for airlift of ration and medicines. The army has been requested to assist the population in these remote areas, he added.
DC Reasi Sheetal Nanda said that if the weather improves, ration and other essential commodities will be dispatched on priority to Gulabgarh constituency.Our correspondent Anubhav Misri from Poonch reported that traffic on Jammu-Poonch is through but traffic has been affected on majority of approaching roads due to rains and snowfall. Due to heavy snowfall, alert has been sounded by the army at LoC.Normal life has been thrown out of gear due to continuous snowfall in Bhaderwah, Kishtwar, Doda district, Pir Panchal ranges in Poonch and Rajouri districts, besides Bani, Mahore areas in Kathua and Udhampur districts since yesterday.
Meanwhile, mercury dipped in parts of Jammu due to continuous rains. As per official reports, 52.8 mm rainfall has been recorded in Jammu in the last couple of days. The traffic in the city of temples moves at snails pace.
The office goers and students were affected due to heavy rains and thin presence of employees and students was witnessed in the offices and schools.The air and train traffic remain affected throughout the day.Agencies from New Delhi adds:As flights to Srinagar remained cancelled due to bad weather today, Air India has decided to operate two special flights to Jammu and Kashmir capital tomorrow to bring back stranded passengers."Air India will operate two special flights, one at 10.15 AM and another at 1 PM, from Delhi to Srinagar and back tomorrow to bring passengers stranded there as flights were cancelled today due to bad weather there," an Air India spokesperson said.The airlines has asked the passengers to contact its helpline or toll free numbers, visit website or travel agent for details. Air India operates a daily flight to Srinagar.

Power shut down on Sept 10
In order to carry out rectification of weak points and replacement of worn-out jumpers/droppers etc besides routine/preventive maintenance at the grid station, the shutdown of 132 KV switch yard of 220/132/33 KV Grid Station Udhampur would be affected on the September 10 from 0600 hours to 1200 hour.
The power supply to Udhampur, Army, Ramnagar,Chenani, Airforce, Kishtwar, Doda, Ramban, Thethar, Muller, Wanpoh, Chanderkote and Chenani shall remain affected during this time.
