Shri Budha Amarnathji Yatra 2012

A batch of 1016 pilgrims, majority of them from Delhi, Haryana, Rajasthan and Punjab reached Poonch from Jammu in 29 vehicles here this evening.

The pilgrims were given receptions at Sunderbani, Rajouri, BG and at Poonch town where they will take night halt today.

The batch of pilgrims was received at Poonch by SSP Shamsheer Hussain, Addl SP, Poonch, Yougal Manhas, Yatra Nodal Officer Ashok Kumar besides SD Sabha president, VHP district body members, Akhara Mandir management committee and other prominent citizens.

District Administration, management committees of various religious bodies of Poonch have made elaborate boarding and lodging and other logistic arrangements for the yatris. ‘Langars’ have been set up by Akhara Mandir committee and Baba Biram Shah shrine management committee with the support of social organizations. Many locals are offering their services in the Langars.

These pilgrims have been accommodated at college, Higher Secondary schools, Geeta Bhawan and ITI building. These pilgrims will leave for Mandi town in the morning where shrine of Budha Amarnathji is located.

Amarnath yatris to get SIM cards

They said a SIM card given to a pilgrim will be working for seven days after being issued and there will be no provision of recharge after that.

This service will be provided by Bharat Sanchar Nigam Limited only and major private telecom players like Airtel, Vodafone, Reliance, Aircel and Idea have been asked to provide an inter-connectivity for this purpose, the sources said, adding an agreement would be arrived shortly between BSNL and private operators.

Pilgrims opting for a pre-paid SIM will have to provide their Unique Identification number or attested copies of their residence proof, the sources said.

Contradictions in Amarnath Yatra report


BJP State Chief Spokesperson Dr Jitendra Singh has accused Shri Amarnath Shrine Board (SASB) of creating an avoidable controversy over the duration of Yatra and giving out the impression that SASB is inclined to disturb peace in the region by raking up a conflict at the behest of National Conference led coalition Government in the State.

Governor reviews arrangements for Shri Amarnath Yatra


Governor N. N. Vohra, chaired a series of meetings to review the status of arrangements related to the Shri Amarnathji Yatra-2012, at Raj Bhavan here today.

Vyas, Principal Secretary to the Chief Minister, Navin Kumar Choudhary, Principal Secretary to the Governor and Chief Executive Officer of the Shri Amarnathji Shrine Board and other concerned senior functionaries participated in the meetings.

In the meeting with the Minister of State for Home, the Governor had a detailed review of the security arrangements being made for Shri Amarnathji Yatra-2012. He also discussed with Mr. Wani and concerned officers up to-date status of the action taken to implement the recommendations of High Level Committee which was set up on the directions of the Governor and the Chief Minister after last year's Yatra, particularly those relating to the opening and clearing of tracks along both the routes to the Shrine.

Among the decisions taken it was agreed that the PWD will immediately approach the Union Ministry of Road Transport and Highways for taking up the project for improvement and upgradation of Baltal-Holy Cave route and the time bound execution of this project through the Border Roads Organization.

The Governor directed the CEO of the Shri Amarnathji Shrine Board to urgently visit Pahalgam and Baltal to assess the status of the snowmelt and preparatory work for undertaking various works related to the forthcoming Yatra. He also directed the CEO to discuss all Yatra 2012 issues with the Divisional Commissioner, Kashmir; Deputy Commissioners of Anantnag and Ganderbal Districts, CEOs of the Pahalgam and Sonamarg Development Authorities, Director, Indian Meteorological Department, Srinagar, Chief Engineer, Project Beacon, Border Roads Organization and other related agencies.

Tourism Minister discusses Amarnath Yatra


Minister for Tourism Nawang Rigzin Jora today called on Governor N N Vohra and discussed Amarnath Yatra arrangements at Raj Bhawan here.

Amarnath Yatra registration from May 8


Registration for this year’s annual holy pilgrimage to Baba Amarnath shrine in South Kashmir Himalayas would start from May 8.

Official sources told the Jk News that all necessary formalities for start of registration were being completed.

Shri Amarnath Shrine Board (SASB), which mans yatra to hole cave shrine, has designated branches of Jammu and Kashmir Bank, Yes Bank, Cooperative Banks and 100 Post Offices for registration of pilgrims.

Sources said the Post Offices have been designated for registration of yatris at the places where there were no branches of the designated banks.

"To avoid inconvenience to the pilgrims to travel a long distance for registration, 100 Post Offices have been designated to register the yatris’’, sources said.

Annual pilgrimage of Baba Amarnath ji shrine for this year would start on June 25 and culminate on August 2.

Authorities devise roadmap for summer, yatra, militancy

Authorities today devised a roadmap to ensure a peaceful summer, Amarnath yatra and Durbar Move this year in the Kashmir valley. They also finalized a strategy to ensure zero level of infiltration on the Line of Control (LoC), which has been maintained during first quarter of the current year.

The strategy was formulated at a high level three hour long security review meeting held in Srinagar, which was attended by top brass of police, Army, para-military forces and Intelligence agencies.

The meeting among others was attended by Director General of Police (DGP) Kuldeep Khoda, General Officer Commanding (GOC) 15 Corps, Lt Gen S A Hasnain, all Commanders of the Army Divisions operating in the Kashmir valley, Additional DGP (Law and Order) K Rajendera, IGP Kashmir SM Sahai, IG CID Dr B Srinivas and top officials of CRPF, BSF, IB and other agencies.

The meeting was follow up of the security review undertaken by Union Home Minister P Chidambaram in Jammu on April 10.

Official sources told the Jk News that the high level meeting devised a roadmap to maintain peaceful summer and ensure fool proof security of tourist spots to keep summer abuzz in the Kashmir valley and prevent any repeat of 2010 like situation when over 100 persons were killed in the protests.

However, 2011 summer had been completely peaceful in the Valley.

Sources said the meeting decided to take care of ``trigger points'', who could provoke the youth to street protests.
‘‘Various formulas have been worked out to deal with separatists, militants, youths and other provocative forces'', sources said, adding all security and police agencies would keep the youth engaged in different activities.

Chief Minister Omar Abdullah has already announced withdrawal of cases against about 5000 youth, mostly stone pelters of 2010 summer. Sources said police have decided to expedite the process of withdrawal of cases as a Confidence Building Measure (CBM) among the youth. The process of withdrawal of cases would be completed within a month's time, they added.

The authorities have decided to beef up security of all tourist spots across the Valley in view of heavy rush of tourists expected in the months of May-July. Intelligence agencies had reports that the militants could target tourists to spoil peak tourist season in summer. However, authorities said, there was nothing to worry for the tourists as fool-proof security arrangements were being made for their visits.

Amarnath yatra security also came under a high level review during the meeting, sources said, adding it was decided that Army would man heights of Baltal and Pahalgam, the twin tracks leading to holy cave shrine of Shri Amarnath ji in South Kashmir Himalayas.

Para-military forces and Jammu and Kashmir Police would dominate rest of the areas including parts of tracks, base camps of Baltal and Nunwan (Pahalgam), Bhagwati Nagar in Jammu and two National Highways of Jammu-Pathankot and Jammu-Srinagar, sources said.

Deployment of security at Shri Amarnath Bhawan and the tracks would start with clearance of snowfall, sources said and added that the Union Home Ministry has already agreed to give additional companies of para-military forces for deployment of pilgrims’ security.

Pilgrimage to holy cave shrine of Amarnath ji is starting on June 25 and would culminate on August 2 on the occasion of Raksha Bandhan.

The meeting expressed satisfaction over the level of militancy related incidents, which have considerably gone down across the State.

Mr Khoda said as against 2000 active militants in the State in 2006, there were just 175 militants left now including 145 in the Kashmir valley and 30 in Jammu.

``There has been zero infiltration at the Line of Control (LoC) this year. Army was determined to maintain this tempo on the LoC in the coming days as well especially when snow would start melting in next few days'', sources said, adding that Army was maintaining a high alert on the LoC to thwart intrusion bid.

The meeting noted that as against 25 militancy related incidents across the State so far, 55 incidents had been reported during corresponding period last year while only five civilians have been killed this year as against 14 last year.

Twenty-nine militants have been killed as against 27 last year while there had been no losses of security forces as against five fatalities suffered last year during the same period. The militancy related incidents so far were 50 per cent down from 2011 and 47 per cent from 2010, sources said, adding that such a downward trend in the militancy has never been witnessed.

The authorities also reviewed security for shifting of the Civil Secretariat, the seat of the Government, which would shift to Srinagar, the summer capital of the State from May 7 from Jammu for next six months.

JPPF supports VHP demand on yatra duration


Jammu Province Peoples Forum (JPPF) has decided to extend full support to VHP demanding increase in duration of Shri Amarnath yatra.

This was decided in a meeting of JPPF chaired by its president Session Judge (retd) Pavitar Singh. The meeting was attended by all office bearers of JPPF.

Mr Singh said that the Government should not curtail the period of yatra and the duration of yatra should be as per the demand of Hindu bodies.

The meeting among others was attended by Inderjit Khajuria, S Gajan Singh Khajuria, Amrit Mangotra, Th Narayan Singh, M S Katoch, M L Sharma, Kamla Sharma , Rajesh Kesri, Avinash Bhatia, B L Bhardwaj, Sunita Sharma and Rajiv Mahajan.

It may be recalled that VHP has warned agitation on April 16 in case the Shri Amarnath Shrine Board (SASB) failed to enhance the duration of yatra as demanded by Hindu bodies. VHP state chief Dr Rama Kant Dubey said that Hindu bodies will not budge an inch from their demand that yatra should commence from traditional date of Jesht Purnima and culminate on Raksha Bandhan.

VHP warns to run parallel yatra from Jesht Purnima


Taking serious exception to the decision of Shri Amarnath Shrine Board (SASB) to run the Swami Amaranth yatra from June 25 instead of Jeshtpurnima falling on June 4, VHP today reiterated that Board has no right to decide the duration and date of yatra and the same should be left to religious leaders.

The yatra should start as per tradition on Jesht Purnima which is an auspicious day and nothing short of this will be acceptable to Hindu bodies in general and Baba Amarnath and Baba Buda Amarnath Yatri Niyas in particular, VHP state president and Trustee of the Niyas Dr Rama Kant Dubey told reporters here today.

Criticizing the Shrine Board Dr Dubey said it's statement of performing symbolic Pooja on Jesht Purnima is against Hindu traditions and rituals as there is no word like symbolic used in worship of God as per Hindu mythology. This way the Board has hurt the sentiments of the Hindus all over the globe, he added.

The Board must learn that the "Pooja'' is always real and not symbolic'', he said, adding this way the Board was eroding the sanctity of the holy yatra running from immemorial times.

Dr Dubey said that Kailash Mansarowar Yatra which is the toughest yatra in the world and which involves three countries India, Nepal and China has never become controversial as the Amarnath yatra became, after Governor N N Vohra who is also the chairman of the Board took over in 2008.

He said even no problem is created in Machil Mata or Kailash Kund yatra in Doda district but only controversy has been created for Amarnath yatra since 2008, he said and warned that Niyas and VHP will defy the Board by launching a parallel yatra on Jesht Purnima which is an auspicious day as per Hindu Calander and tradition.

The VHP and Niyas will launch a nation-wide Amarnath Yatra Bachao campaign and recruitment of Shiv Bhakts from Hanuman Jayanti tomorrow to April 30 to run the yatra from June 4, he said. During this period 21 lakh Shiv Bhakts will be recruited all over India while 1.5 lakh Bhakts will be recruited in Jammu region alone, he added.

Accusing the Shrine Board of creating a drama on the name of Yatra and misguiding the Sub Committee, security agencies and Sants on the duration of yatra, he said this will not be tolerated by Hindu bodies.

The Board was launching a misinformation campaign on the name of yatra, he said, adding the Board wants to run the yatra as per rotation which is against the Hindu traditions, faith and rituals.

Dr Dubey said no body has given Board the right to over rule the Shastras and it too has to go as per the Hindu rituals and traditions.

He said the Chief Minister Omar Abdullah had also intimated to the VHP and Niyas delegations twice that Government will have no problem in running the yatra for three months provided the Shrine Board makes a recommendation in this regard.

Hem Raj Khajuria, vice president VHP and Dr Shayam its secretary also spoke.

Helicopter fares for Amarnath pilgrims slashed

In good news for Amarnath Yatra pilgrims this year, helicopter fares have been reduced by over 40 percent on Baltal-Panjtarni route and by over 35 percent on Pahalgam-Panjtarni route.

"At a time when air fares are going up all over the world, there is some extremely good news for the devotees who wish to undertake Amarnathji Yatra in 2012. The helicopter fare for pilgrims, who wish to undertake the Yatra this year, has been reduced by over 40 percent on Baltal-Panjtarni route and by over 35 percent on Pahalgam-Panjtarni route", an official spokesman of Shri Amarnathji Shrine Board said today.

One way helicopter fare from Baltal-Panjtarni has been reduced from Rs 2,425 per passenger in 2011 to Rs 1,445 per passenger for the coming Yatra, he said.

Similarly, helicopter fare from Pahalgam to Panjtarni route has been reduced from Rs 3,495 in 2011 to Rs 2,355 per passenger for 2012 Yatra, he said.

The Board spokesman said the contract for the helicopter services has been awarded to Global Vectra Helicorp Ltd and Summit Aviation Pvt Ltd for Baltal-Panjtarni route while the contract for Pahalgam-Panjtarni route was awarded to Pawan Hans Helicopters Ltd.

He said the procedure of booking of tickets is being worked out and will be announced soon along with the date of commencement of the booking.

This year, the Yatra will be for 37 days beginning from June 25 and will conclude on August two coinciding with Raksha Bandhan.

Governor reviews preparations for Amarnath yatra


Jammu and Kashmir Governor N N Vohra today reviewed preparations being made to ensure smooth and orderly movement of pilgrims during the forthcoming Amarnath yatra.

During a series of meetings held at the Raj Bhavan here, Vohra reviewed the status of each of the various works which are required to be executed for providing satisfactory arrangements for the forthcoming Yatra, an official spokesman said.

The Governor, who is also the Chairman of Amarnathji Shrine Board, met General Officer Commander (GOC) of Srinagar based 15 Corps Lt Gen S A Hasnain and GOC of Victor Force Maj Gen Gurdeep Singh to review the present ground situation with regard to the entire Yatra area, the spokesman said.

He said certain security coordination issues which will surface when the Yatra camps actually start functioning were also discussed.

The Governor at a separate meeting with Divisional Commissioner Kashmir Asgar Samoon and Inspector General of Police Kashmir Zone S M Sahai also reviewed the status of the preparatory arrangements for ensuring the smooth and orderly movement of the pilgrims to the cave shrine.

He was informed that the required infrastructure would be put in place before the Yatra commences, the spokesman said.

Khoda reviews security arrangements for Amarnath yatra

The Director General of Police (DGP), Kuldeep Khoda has stressed upon the police officers to evolve an effective mechanism and planning for getting more public cooperation to ensure peaceful summer and Amar Nath Yatra 2012.

Mr. Khoda was addressing a high level meeting of police, civil and para military officers held at Police Control Room Srinagar this afternoon. The meeting was convened to review the security arrangements for the ensuing Amar Nath Ji Yatra. He stressed upon the officers present in the meeting to maintain close coordination with their ranks and other agencies to achieve better results.

The meeting also discussed law and order situation in the valley and reviewed the summer preparedness for making a successful tourist season. The meeting was told that all required arrangements have been made to prevail a congenial atmosphere so that the valley witnesses a large flow of tourists during the summer months.

Mr. Khoda reiterated that people's cooperation is mandatory for maintaining law and order and all ranks of the force should be made responsible to gain more public faith in the law of the land. He said that all required traffic arrangements should be made to ensure comfortable movement of tourists and yatries without causing inconvenience to the local commuters.

Helicopter sorties being increased in Amarnath Yatra

SASB to deploy Addl Secy, SP level officers at all camp locations this year

 In order to ensure better facilities to the pilgrims and smooth conduct of annual pilgrimage to the cave shrine situated in the Himalayan range in the South Kashmir, Shri Amarnath Shrine Board has decided to deploy Additional Secretary and Superintendent of Police (SP) rank officers at all the eight camp locations and increase the number of helicopter sorties with slashed rates during the annual pilgrimage this year. Moreover, 100 Post Offices and 21 more branches of Yes Bank will provide registration facilities to the pilgrims across the country besides the already identified 100 branches of J&K Bank and 25 of Yes Bank.

This was disclosed by Chief Executive Officer (CEO) of Shri Amarnath Shrine Board, Navin Choudhary in an exclusive interview to EXCELSIOR. "Since better coordination between all the agencies is imperative for smooth conduct of annual pilgrimage to the cave shrine of Shri Amarnath, it has been decided to deploy senior level officers of civil as well as police administration at all the camp locations this year", he said.

"Unlike last year arrangements whereby senior civil officers were coordinating from only Pahalgam, Baltal and cave area, the Board has decided to deploy Additional Secretary level officers of the civil administration and SP rank officer of Police administration at all the eight camp locations which include Holy Cave area, Panjtarni, Sheshnag, Baltal, Chandanwari and Poshpatri for enhanced coordination in civil as well as security matters", he informed, adding "apart from this, senior Shrine Board officers will be supervising the arrangements at all the locations for smooth conduct of pilgrimage and to ensure that pilgrims don’t face any sort of problem".

Responding to a question regarding helicopter service, the CEO of the Shrine Board said, "since the demand of air service is increasing every year, it has been decided to increase the number of sorties this year", adding "even the rates of the chopper service are being made more reasonable so that large number of pilgrims could avail this facility. The final decision in this regard is likely within a day or two".

Regarding the complaints during last year’s yatra about over-charging for chopper service, Navin Choudhary said, "though there is a transparent system in this regard yet the possibility of some pilgrims having been overcharged cannot be ruled out", adding "if any such complaint will come to the notice of Shrine Board, action will certainly be taken". He further said that since 50 per cent tickets remain available on-line, there are very little chances of over-charging.

About the registration facilities, the CEO said, "last year registration facility was available in 100 branches of Jammu and Kashmir and 25 of Yes Bank but this year the Board has decided to make this facility available at more places", adding "talks are going on with the Department of Posts for providing registration facility in 100 Post Offices across the country besides 21 more branches of Yes Bank".

Stating that final decision vis-à-vis 100 Post Offices would be taken within next one week, he said, "majority of these Post Offices will be in those area where there are neither J&K Bank nor Yes Bank branches, which have been identified for registration of pilgrims". With this, the registration facility would be double as compared to last year much to the benefit of intending pilgrims.

About the duration of yatra, Navin Choudhary said that it depends upon two major factors—date of Raksha Bandhan and track situation. "Though decision regarding 60 days yatra was taken several times in the past yet practically it could not continue for complete two months because of weather and track conditions. Sometimes it got delayed from Baltal and sometimes from Pahalgam", he further said.

Stating that duration of yatra fluctuates with the changing of Rakha Bandhan date and during the past several years yatra is starting by ending June, the CEO of Shrine Board said, "this year duration of yatra will be 39 days. It will start on June 25 and conclude on August 2", adding "as per the calendar of next year, the duration of yatra will be of 53 days in 2013 due to changing of Raksha Bandhan date".

"Moreover, Sub-Committee headed by Sri Sri Ravi Shankar and other eminent personalities has laid down guidelines in this regard and the same are being strictly adhered to", he said.

To a question, he said, "though massive snowfall was experienced this year as compared to previous year yet we will continuously monitor the melting of snow and if it melts faster we will start yatra prior to the finalized date", adding "Pooja will be formally performed on June 4 at a location where we would be able to reach to symbolize the start of yatra".

About the comprehensive report of the High Level Committee, the CEO said that report has been accepted by the Shrine Board as well as State Government, adding that some of the recommendations will be implemented before this year’s yatra and remaining before next year’s pilgrimage.

According to Navin Choudhary, the suggestions are relating to improvement of track, better provision of electricity, drinking water, better sanitation, shelter and gated complex at Chandanwari and Domel etc.

Regarding the implementation of directions of Division Bench of State High Court, he said, "we are already taking care of unfortunate deaths during the pilgrimage and will do our utmost in this regard", adding "we are also committed to provide railing at the vulnerable places for the convenience of the pilgrims".

He informed that around 500 oxygen gas cylinders would be kept at the camp locations for the convenience of pilgrims besides sufficient medicines. "We are printing pamphlets to provide information about do’s and don’ts to the intending pilgrims so that they don’t face any problem during pilgrimage".

Amarnath yatra caters to economy of Kashmir

At a time when Shri Amarnath Shrine Board (SASB) has reduced this year's duration of annual pilgrimage to Amarnath cave, the tourist traders of Kashmir are demanding more stakes in yatra opining that they can provide better facilities to the yatris.

Talking to Jk News, President, Kashmir Chamber of Commerce and Industry (KCC&I), Abdul Hamid Punjabi said that government should regulate the system of providing the logistical facilities to the yatris. Punjabi said that absence of the policy has eaten into the benefits of the tourist traders' vis-à-vis the regulation of the yatris.

"Majority of the yatris avail the facility of package tours and the tour operators arrange everything for them. In this scenario there is no benefit for the tourist traders of Kashmir and they are left high and dry. The government should come out with a proper policy so that interests get accrued to the tourist traders of the valley," said Punjabi.

Punjabi said that the yatris directly board the buses from different places of the country and then disembark at Pahalgam or Sonamarg. He said since langar facility is available along the route there is no need for the yatris to stop and eat at restaurants located on way to the cave.

"If the yatris would have stayed at the hotels then it would have led to benefits to the hoteliers of the different ranges. In the same way the tourist transporters would have earned benefits if their cabs would have been utilized by the yatris. As of now there are no benefits for the people associated with various sectors of tourism trade in Kashmir," said Punjabi.

Punjabi said that high end yatris come in less number adding that these people stay at hotels and book cabs for the Amarnath Yatra. He said they also visit the various picnic spots and enjoy their stay in Kashmir.

"The government should impose a ban on the entry of vehicles beyond Athwajan. Once the tourist transporters start earning benefits they can add to their fleet of vehicles. There is a need to check the inflow of yatris since the lingam gets melted due to more influx of yatris. In Himachal Pradesh there is a bar on the number of people visiting the various religious sites, same needs to be applied here," said Punjabi.

Chairman, Kashmir Tourism Alliance (KTA), G M Dug said that State Road Transport Corporation (SRTC) should introduce Volvo type bus service from Katra to Srinagar. He said this would give a chance for the people visiting Vaishno Devi shrine to pay obeisance at the Amarnath cave during the days of yatra.

"The Amarnath Yatra caters to the economy of Kashmir but the benefits are not upto the desired level. Over the past two years it has been observed that a good number of yatris come of their own. These people stay in different hotels and enjoy the various forms of hospitality being offered here. The yatra gives a chance to the tourist traders to earn benefits during the lean months of the tourist season," said Dug.

Dug said that evening flights should be introduced between Jammu to Srinagar so that the people visiting Vaishno Devi shrine can come to Srinagar in the same evening. He added these people can then go to the Amarnath cave and take part in the Amarnath yatra as well.

President, Travel Agents Association of Kashmir (TAAK), Rauf Tramboo said that tour operators, hoteliers, houseboat owners, transporters, pony wallas and dandi wallas get benefited due to the Amarnath yatra. He said that Amarnath yatra is closely associated with the tradition of Kashmir adding that Kashmiris feel proud of this association.

"Amarnath yatra is a part of the pilgrimage tourism and it is not good to count the material benefits alone in this regard. People get benefited since a good number of yatris stay at hotels, eat at restaurants, do shopping and make use of ponnies and dandies during their journey to the holy cave," said Rauf.

Rauf said that the facilities are not in tune with the arrival of yatris since they come in bulk during the Amarnath yatra. He said government's decision to start helicopter service for the yatris has also led to benefits for locals. He added that TAAK and Travel Agents Society of Kashmir (TASK) were given 45 seats each per day ever since the start of helicopter service.

President, Kashmir Hotel and Restaurant Association (KHARA), Siraj Ahmad said that hardly 10 percent of yatris stay at hotels adding that there is less occupancy of the hotels at Srinagar, Pahalgam and Sonamarg during the yatra period. He said that since eating arrangements are available to the yatris at Langars there is no need for them to visit restaurants in this regard.
