Jagti township residents protest


Kashmiri migrants nowadays blocked the Jammu-Srinagar National Highway and resorted to demonstrations to protest against long length power cuts in Jagti Township on the outskirts of the town.

Over 2,000 sturdy crown together with men, girls and youngsters took out a protest rally from Jagti Township and marched towards the Jammu-Srinagar Highway blocking it at Kol Kandoli (Nagrota) on the outskirts of Jammu town this morning.

Waving the Tricolour and raising slogans against the authorities normally and Power Development Department (PDD) specially, they sat on a dharna on the Highway and held protest demonstrations against 16-hour power cuts to the Jagti Township.

The Highway remained blocked for four hours forcing authorities to permit traffic on various link roads on the Highway and also the Nagrota By Pass to avert issues to the commuters traveling to Kashmir Valley and alternative elements of the Jammu region.

Though the native authorities tried plenty to steer the protestors to elevate the road blockade however they didn't budge and warned to continue the dharna until a written agreement is created by the authorities that there'll not be quite eight hour power cut within the township as is prevalent in alternative elements of Jammu.

However they later lifted the road blockade on the peace of mind of further Deputy Commissioner, Jammu. He assured the protestors that there would be no power curtailment until the problem is sorted out between the Jagti township inmates and also the authorities.

"We face power cuts for eighteen hours. we tend to cannot sleep and perform traditional activities in read of the most important power cuts by the Government", Jagti dweller Sunita Devi told reporters.

Poor Facilities at Jagti Camp

Panun Kashmir (PK) has appointed Sanjay Raina and Chand Jee Pandita as coordinators of the organization to coordinate with the activists of Jagti.

This was announced by general secretary, PK, Kuldeep Raina, while addressing the activists' meet here today.

Mr Raina, urged the Government to redress the complaint of the inmates of Jagti camp at an earliest with regard to supply of power, ration and cooking gas besides providing of transport facilities.

Mr Raina said the callous attitude of the Government is unacceptable as it is bound to provide basic amenities required for living and the hardships being faced by the inmates of Jagti camp have been a cause of concern for the organization.

He said the seepages in roofs and walls as well as short circuit in various quarters at Jagti has become a common problem of the inmates. He criticized the State Government for its failure in fulfilling its promises that it will overcome the inadequacies in the management of the camp affairs and also complete the unfinished construction work of the camp by improving the quality of construction wherever required but nothing has been done so far.

He said PK is committed to strive for seeking the basic facilities for the Jagti camp and it will not allow the community men to live a second class life. It is high time to enhance the cash assistance and other facilities, he added.

Govt to provide all facilities to KMs at Jagti

Minister for Revenue, Relief and Rehabilitation, Raman Bhalla, has said that the Government would provided all facilities to Kashmiri migrants at Jagti, like road connectivity, power supply, safe drinking water, healthcare, sanitation, education sports infrastructure etc.

This was stated by the Minister while interacting with Kashmiri migrants after assessing their development problems during his tour to Jagti Migrant Township, here today.

Minister of State for Revenue, Home and Tourism Nasir Aslam Wani besides Relief Commissioner (M) Vinod Koul, Assistant Commissioner, Relief Ashwani Khajuria and other senior officers of accompanied the Minister.

Responding to the demands raised during the meeting, Bhalla said the Government has taken up the demand of the enhancement of relief to the Kashmiri migrants with the concerned quarters. He expressed optimism for a positive outcome.

Bhalla said the Government has approved ` 1.30 crore under Prime Minister's Reconstruction Programme (PMRP) for construction of Sports Stadium and Cremation Ground at Jagti Township, adding that the projects would be completed in time bound manner by May 2012 this year.

Regarding construction of link road from Nagrota to Jagti town Mr. Bhalla asked the concerned department to prepare the estimates and submit the same for funding so that the construction work on the project could be started. 

Minister of State for Revenue Nasir Aslam Wani informed that Jagti Township has been developed with the construction of 4218 two-room flats for Kashmiri migrants besides many facilities in the form of hospital, schools, parks, community halls and road connectivity. He said the township is part of the ambitious housing project under PMRP for Kashmiri migrants at a cost of ` 385 crore.

Wani assured the inhabitants of the Township of every support from the Government and said that it would leave no stone unturned to make their stay comfortable and convenient.

Release ration cards of genuine families

Coming to the support of its president, Jagti Tenement Committee (JTC) today demanded that the ration cards of five families including that of Shadi Lal Pandita be released immediately.

The eight ration cards are under eight different names and Shadi Lal was unnecessarily made a scapegoat, JTC chairman B L Raina and its vice president, Vijay Koul told reporters here today.

They said that the president of the organization who raised his voice against power crisis in Jagti township, opposed the imposition of power tariff on its inmates and highlighted the other basic demands was made a target.

"Out of eight cards four exist on the name of Sarvanand Pandita, Mittan Jee, Rakesh Pandita and Sumit Pandita while one is on the name of Shadi Lal, said Raina. All these are genuine families and the Relief Organization should release these cards as the families are facing hardships for last seven months’’, he added.

He said the withholding of ration and relief for such a long period is a human rights violation also as the families are at the verge of starvation.

Raina said Shadi Lal is a social worker who always worked for the migrants’ cause and protested for solution of their genuine problems. It is because of these acts that the Relief Organization have implicated him, he added.

Terming the reports that Mr Lal has eight ration cards totally baseless, he said there is no authentic proof of that as the poor fellow has only one ration card registered at Nagrota Camp where he was previously putting up.

Moreover if the person had eight ration cards why the Department remained calm during all these 20 long years he asked. Moreover why relief was paid to fake ration cards till date and why the D Forms of fake cards were accepted by the Department, he added.

Let the authorities make a thorough probe into the matter and the JTC has full faith in the investigation of Crime Branch and it welcomes the step of Releif organization in referring matter to it. He also announced that JTC will continue to fight for the demands of Jagti camp inmates.

Non State subject alloted quarter at Jagti

Dismissing the reports that one non-state subject was alloted quarter meant for Kashmiri migrants in Jammu, Revenue Minister Raman Bhalla said an inquiry would be conducted into the alleged irregularities in the allotments.

In reply to a question by National Conference (NC) member, Mir Saifullah, Mr Bhalla said 4278 flats were allotted to Kashmiri migrants in Jammu while 341 two room transit accommodation was allotted to migrants in the Kashmir valley.

He said the transit accommodation in the Kashmir division has been allotted to the migrant employees on sharing basis who have been appointed under Prime Minister Manmohan Singh’s employment package.

Mr Bhalla said as per the policy, the migrants who had continuously stayed in old camps and have not constructed their own houses, qualified for the allotment of flats.

He said proper verification was carried out and allotment made in favour of such migrant families.

He said that no single person has been allotted two flats.

Mr Bhalla also said that no non state subject has ever been considered for allotment so that question of allotting to any does not arise.

However, Mr Mir challenged the reply and alleged that some officials, including one kingpin Vinod Bhat and Commissioner have alloted flats to people on money consideration.

The member read out names of people, who have been allotted two flats.

He also alleged that a non state subject Ramesh Kumar, resident of Gurdaspur was also allotted a flat.

The member said that the officials in the Department responsible for the allotment of flats were ignoring the deserving migrants and allotting flats to those who pay bribe.

Mr Mir further alleged that 80 per cent of the flats were allotted to persons belonging to a particular district while others were ignored.

"I do not doubt your (Ministers) honesty, but the officials have not deliberately given the list of the persons allotted flats and quarters to hide the facts which could have exposed them," Mr Mir said.

Mr Bhalla assured the member and House that he will conduct inquiry and punish the guilty if any irregularities were found.

KP of Jagati want elections

Various KP organizations of Jagati for elections in township 

Various organizations of Kashmiri Pandits at Jagati tenements today urged the Government to solve the problems of the displaced people which included enhancement of cash relief and overall development of the township and mitigating the sufferings of the inmates there.

The meeting also demanded that immediate attention be paid towards the problems of overaged youth and providing of immediate accommodation to left over families. The meeting in an appeal to the Government urged it hold elections so that a democratically elected body for the township could come into existence which could project the problems of the community before the Government in a democratic way and the role of self styled leaders could end once for all.

The meeting appealed the Chief Minister to frame a Town Area Committee for over all development of the township. The meeting was chaired by Moti Lal Dhar and attended by Ravi Pandita, Chuni Lal Bhat Kuldeep Chopra and others.

In another meeting of Displaced Coordination Committee which was chaired by B L Raina, who while expressing satisfaction over the steps taken by the Government and Relief organization in implementation of PMs employment package demanded that remaining posts should also be filled up soon. It also demanded that an overall Committee be constituted for the township in a democratic way.

Displaced Welfare Committee Muthi in its meeting held under the chairmanship of Ravinder Raina while discussing the problems of the displaced people after shifting of the camp to Jagati stressed on formation of a coordination of all camps to project the problems in a democratic way.

PK asks facilities for Jagati camp

Panun Kashmir (PK) has expressed grave concern over the disconnection of power supply to internally displaced Kashmiri Hindus at Jagati camp.

The PK which held an interactive session with the community members at Durga Nagar here today said that a fact finding team which visited the camp was astonished to see that camp inmates were without electricity for last one day. Even many inmates were without gas connections which needed to be expedited by the Relief agency.

The interaction with the local residents and inmates has revealed that an impression has been created that the new accommodations are some sort of elite colony which has to be treated at par with such colonies elsewhere while the fact is that it is the an upgraded camp facility and the Government is duty bound to provide all facilities to the camp inmates which have been promised by Prime Minister while laying the foundation stone of the camp.

The meeting, which was chaired by P K chairman, Dr Ajay Chrungoo said the deliberate disconnection of power supply to the camp has created appalling conditions in this excruciating heat which has affected general water facilities as well as drinking water availability.

The PK urged the authorities to immediately look into the matter of electricity, water and cooking gas supplies of the residents of the camp at Jagati and redress them immediately. Dr Chrungoo has urged the Government to desist from creating false and elitist impressions about the new camp. He urged the authorities to concentrate in making the camp fully operational with all the facilities, which were promised by the Government.
