BOSE stops affiliation of 47 pvt schools

Minister for PHE, Irrigation and Flood Control Taj Mohi-ud-Din today said that Government has stopped affiliation of 47 private schools and it has no intention to relax norms under SRO- 123.

He was replying to a discussion moved by Ajay Kumar Sadhotra regarding the problems faced by private schools in view of SRO-123, in the Legislative Council today. The Minister said for the betterment of our future generation and to provide better education facilities to them, norms laid down under SSA and RMSA coupled with SRO-123 ought to be followed.

Mr Taj said the prescribed space as demanded under SRO-123, viz infrastructure and dimension of rooms i.e. indoor games room (with an area of 150 SQ Mts) one principal room (with 100 SQ Mts area) one staff room (100 Sq Mts Area) are not available in most of the cases. Moreover, instructions have been issued to the concerned school managements who applied for further permission, reorganization and upgradation to provide the entire requisite infrastructure and other facilities as per prescribed norms.

He further said that the norms laid down under SRO- 123 are according to the guidelines of SSA and RMSA which facilitate opening of primary schools, upgradation of primary into middle schools and upgradation of middle schools into high schools. He said academic inspection are regularly conducted by teams constituted by the J&K Board of School Education, the members of which comprise academicians of repute nominated by Directorates of Education Kashmir and Jammu.

As per condition laid down under SRO-123 the J&K BOSE has stopped the affiliation of 39 private institutions of Kashmir division and 8 private institutions of Jammu division which were found deficient and could not fulfill the norms,he added

Shiekh Ghulam Rasool while taking part in the discussion said that Government should extend finance/aid to those private schools for infrastructure development that have shown excellent performance over the years especially in rural areas.

Jehangir Hussain Mir said that Government should relax rules for good schools that have contributed a lot in the education sector over the years. They should be allowed to run till they are able to build the required infrastructure as per norms, he said.

B R Kundal said that the Government should come up with a notification regarding those schools that do not fulfill the norms laid down under the SRO 123 so that parents would be well informed in this regard.

Nurboo Gialchan said that education should not be allowed to run like business and those schools that do not fulfill the norms should not be encouraged.

Earlier while moving the discussion Ajay Kumar Sadhotra highlighted the contribution of private schools in the education sector of the State and demanded that norms under SRO-123 should be relaxed to encourage private schools. He said private schools should be given sufficient time to build the requisite infrastructure before enforcing provisions under SRO-123.

No tobacco shops near schools

The authorities in Srinagar have ordered shutting down of all shops selling cigarettes and tobacco products near schools and have declared schools of the district as no smoking zones.

The Deputy Commissioner Srinagar, Baseer Ahmed Khan directed the Chief Education Officer, Srinagar to ensure that 'no-smoking' signs were put up at all schools, both Government and private, and tobacco vendors within a 100-yard radius were removed.

The order DCS/PS-Misc/11/3875-76 has made it clear that smoking is prohibited at public places under COTPA (Cigarette and Other Tobacco Products Act) Act, 2003. A copy of the order has also been sent to Divisional Commissioner Kashmir's office so that it is followed in letter and spirit and action is taken against the violators.

Through the order the DC Srinagar has further directed the Police and Drug and Food Control Organization to take action against shops selling tobacco and tobacco products within 100 yards of the educational institutions.

It would be in place to mention here that the district administration in collaboration with Police and Drug and Food Control Organization has been in the past taking action against the persons involved in sale of tobacco and tobacco products in the vicinity of public utilities including hospitals and schools.

As part of the anti-tobacco drive cigarette packs were seized by the administration last month and destroyed in presence of the responsible citizens of the Srinagar district. The administration has also penalized civilians including some Government officials for smoking at public places.

Budgam district in the Kashmir valley has already become the first 'Smoke Free' district of the state at public places. The formal announcement in this respect was made during the Republic Day function held recently at the Sports Stadium, Budgam.

Deputy Commissioner, Kupwara Mohammed Shafi has also of late taken some initiatives in the district by which it is expected that this district too would become 'Smoke Free' very soon. In this frontier district action has also been taken against the violators of law and they have been penalized for their act of smoking at public places.

Meanwhile, the Jammu and Kashmir chapter of Voluntary Health Association of India (JKVHA) has welcomed the DC Srinagar order.

Ali Mohammad Mir, Executive Director, JKVHA conveyed his support to the order assuring that his organization and volunteers would assist the district administration in making the public places in Srinagar tobacco-free. Mir said that steps like these would help a lot in making Srinagar and subsequently the other places of the State as 'Smoke Free'.

He also conveyed his appreciation to Mohammad Azim Tuman, chairman House Boat Owners Association, who has volunteered to remove all ash trays from houseboats so that all the houseboats are declared smoking free zones.

BOSE declares result of Class 12th

Board of School Education (BOSE) declared results of Class 12th (Regular), in which 29460 were declared successful out of 49956 candidates who had appeared in the exams.

In the examination, 432 students achieved distinction while 11890 got first division, 8775 second and 2159 third division respectively.

The overall pass percentage this year has reached 59 percent from 56 percent last year.

Meanwhile, the result is also available at BOSE website www.jkbose.co.in.

It is to mention here that the result declared by BOSE authorities is in record time and there is sufficient time for the students to prepare for entrance and other competitive examination at State and national levels.

Dozens of schools without buildings

Dozens of newly established schools are without buildings due to the non-availability of the land for their construction.Interestingly the educational authorities in many zones of the valley have asked the ReT teachers appointed in these schools to manage the land for the construction of school buildings in their respective villages or face punishment. Sources said that a number schools established under the Sarva Shiksha Abhiyan in the valley during last few years either function in the rented rooms or have been clubbed with already existing nearby schools as there is no land available for the construction of the buildings for them in the habitations or villages the schools were established.

The teachers working in the said schools in many educational zones of south Kashmir told News agency that the concerned zonal educational officers have withheld their salaries for clubbing with the nearby schools. “Since our school has no building of its own and the former Zonal education officer (ZEO) on seeing us taking the classes under the open sky directed

us to club with nearby middle school till the land is made available for the construction of our own school building. But ironically the present ZEO two months ago withheld our salaries asking us to separate our schools from the ones we have clubbed with,” said a teacher from a south Kashmir educational zone.

He said not only they but also the teachers appointed in the newly established schools in many other zones have been asked by their concerned ZEOs to manage the land for the construction of the school buildings. “We had got clubbed with other nearby schools for the benefit of the children. We do not have any problem in separating our schools and making the children study in open. But irony is that the concerned ZEOs are asking us to either provide our own land or manage the same for the construction of the school buildings,” said a group of teachers whose salary has been withheld. A top official in the education department said that it is not only south Kashm ir but in the entire valley hundreds of newly established schools are with out buildings.

He blamed the government for its inefficiency in retrieving huge chunk of state land encroached by the people across the valley particularlyin the villages “In almost every village the people have illegally occupied big pastures of land. If government comes into action and retrieve the same from the encroachers the problem of the non-availability of the land for the construction of the school buildings will be solved once for all,” he said. When contacted minister of state for education, Peerzada Mohammad Sayeed said the problem of non-availability of land for construction of school buildings is not everywhere but at few places only. "We have almost managed the land for this purpose in every area the schools were established. If problem remains at some places we are trying to solve the problem by involving the locals of that area," minister said.

Govt orders vacations in winter zone

The state government today ordered winter vacations for all government educational institutions and recognized private schools upto higher secondary level falling in Kashmir division and winter zones of Jammu division.
Schools under middle standard shall observe winter break from December 1, 2011 upto February 29, 2012.
The high and higher secondary schools shall observe winter break with effect from  December 12, 2011 upto February 2012. Any default on the part of private schools in observance of the calendar of vacations shall attract action under rules, an official spokesman said.

National Education Day celebrated in 

various educational institutions with gaiety

To pay tributes to first Education Minister of India Moulana Abul Kalam Azad on his birth anniversary being celebrated as "National Education Day", various educational institutions organised rallies, symposium, quiz contest, seminars, etc. and spread the message of relevance of education in present scenario.

A mega function was organised by Directorate of School Education, Jammu at General Zorawar Singh Auditorium, University of Jammu, where Minister for School Education Peerzada Mohammad Sayeed was the chief guest.

Speaking on the occasion, Mr Peerzada said that Government is endeavoring a lot to eradicate illiteracy from every nook and corner of the State by opening and upgrading scores of schools besides equipping the Government educational institutions with better infrastructure and qualified staff.

Minister for Revenue, Relief and Rehabilitation Raman Bhalla, MLAs Chaman Lal Gupta and Mohammad Sharief Niaz, Director School Education, Gulzar Ahmed Qureshi, Personnel Officer Nirupa Rai, Chief Education Officer Natha Ram Dingra and besides Principals, Zonal Education Officers, teaching, non-teaching staff members and students of various schools were present on the occasion.

Paying rich tributes to the great leader, Mr Sayeed said Moulana Abul Kalam Azad played a pivotal role in taking education to every part of the country by introducing several educational policies. He said Maulana's contribution had brought revolution in education sector for achieving 100% literacy.

The Minister said Central Government headed by Prime Minister Dr Manmohan Singh is providing liberal funding to the state under education for further improving the education standards. He said Central Government has introduced RAMSA scheme for upgradating infrastructural facilities in High and Higher secondary schools.

He said 69 schools would be upgraded under RAMSA across the State, adding that ` 58 lakh would be spent on construction of additional rooms and 15 lakh for science laboratories in each newly upgraded high and higher secondary school. He said Government has earmarked ` 25000 each for renovation of High School infrastructure and ` 50000 for Higher Secondary School infrastructure under RAMSA.

Speaking on the occasion, Raman Bhalla said for facilitating the teachers and students, Government has approved Rs. 14 crore for construction of 50-room teacher bhawan and 500-seating capacity auditorium in Government Girls High School, Gandhi Nagar

Highlighting the role of teachers and parents in the life of children, he said a child is nourished by parents, while the teacher shapes his personality and gives his life a direction.

On the occasion, a scintillating cultural programme was organized by various.

A quiz contest was also held in the auditorium in which six schools of Jammu city participated and Government Girls Higher Secondary School, Talab Tillo won the contest.

The Ministers distributed mementos among the meritorious students of the Jammu region who excelled in 10th and 12th exams during 2010-11 session.

Earlier, Mr Sayeed and Mr Bhalla flagged off a students rally from Government High School, Gandhi Nagar which culminated at Zorawar Singh Auditorium in Jammu University.
