9.3 cr for jammu kashmir students scholarships

The Ministry of Human Resources Development, Government of Indian, has launched a Special Scholarship Scheme for the students of Jammu and Kashmir, appearing for Class XII or equivalent examinations through the State Board of School Examinations (BOSE) or Central Board of Secondary Education (CBSE) affiliated schools, located within the State.
Official sources said under this scheme of the Central Government, 5000 scholarships will be given every year to the students of Jammu and Kashmir, who take admissions outside the State to pursue higher education in general degree courses, Engineering and Medical studies in the Government Colleges and Institutes and other non-Government institutes recognized by AICTE or University Grants Commission.
The Government has split 5000 scholarships giving major share i.e. 4500 scholarships to general degree courses. Rest of 500 scholarships would be equally distributed (250 each) to Medical and Engineering students.
“An amount of up to Rs 30,000 per annum for general degree courses, up to Rs 1.25 lakh per annum for Engineering and up to Rs 3 lakh per annum for Medical students is being given to every scholar as tuition fees,’’ sources said, adding that in addition to this, hostel fees and incidentals is also being given for all categories of courses up to a ceiling of Rs 1 lakh per annum.
Sources said that the HRD Ministry was making efforts to popularize the scheme among the students by publicizing it at the school level.
“In order to improve the delivery mechanism and also effectively monitor the progress of the scheme, it has been assigned to the All India Council for Technical Education (AICTE) for implementation through an e-portal from the academic year 2012-13.]
Meanwhile, the AICTE has invited online applications from the eligible students through its web portal by advertising it in the leading newspapers. On the basis of the recommendations made by the AICTE, an amount of Rs 9.3 crore has already been released to 1048 students to the AICTE by the HRD Ministry, sources said.
It may be mentioned here that some of the students studying outside the State under the HRD Ministry’s scholarship scheme had been asked by the management of their colleges to clear the fees or their admissions would be cancelled.
It was after the issue highlighted by the students that the HRD Ministry had made AICTE as nodal agency for implementation of the scheme.. The HRD has also called for fresh verification of credentials of the students, who were studying in different colleges or had applied for further studies under the scheme.
Sources in the State Government now said that the fresh HRD directive was likely to remove confusion among the students and help those students, who had taken admissions in various Colleges under the scholarship scheme.

Sadbhavna touring children meet Governor

A group of 20 students from the Bandipore district, back from their visit to various places of educational, historical and cultural importance in Delhi, Karnataka and Goa, met Governor N. N. Vohra, at Raj Bhawan here today and shared with him their experiences during this tour. The students were accompanied by one of their teachers and the Army officers who had been with them on the tour.

The 13-day educational tour was organized by the Army's 14 RR under the Sadbhavana Programme. The tour was flagged-off from Bandipore on February 21 and will conclude on March 4, 2012.

Interacting with the students, the Governor enquired from them about the places they had visited and what they had liked the most during the tour. All the students, who are studying in classes 9th to 12th, said that it was an excellent opportunity for them to have visited various places of historical and cultural interest in Delhi, Karnataka and Goa.

The students said that in Delhi, they had visited India Gate, Qutub Minar, Hazrat Nizamuddin Dargah and shopping malls, while during their halt at Belgaum in Karnataka, they visited CDO and Military Schools, besides visiting other places of educational interest. In Goa, they had visited the famous sea beach at Panaji, Wildlife Sanctuary at Bondla and other places of cultural interest. At Jammu, they had visited Bagh-i-Bahu, Amar Mahal Museum and other places of historical interest.

The Governor asked Maj. Manish Negi, who had accompanied the students during the tour, to provide each student with a photo album which would contain brief write-ups on the various places and monuments they had visited, to broaden their knowledge. The Governor observed that during future visits the students should be provided the opportunity of visiting Navy or Coast Guard ships and being shown aircrafts of different categories at an IAF base, if located in the station visited by them.

He also asked Maj. Negi to organize an Essay Writing competition for these students, based on their experience of the visit, and agreed to give prizes to the first three students whose essays would be adjudged best. He suggested that the 14 RR should bring out a publication about this Sadbhavana Tour which would also contain the best three adjudged essays in it, for the benefit of other children.

The Governor presented gifts to the students and wished them a bright future ahead.

A memento was presented to the Governor by the children on behalf of 14 RR as a memorabilia on the occasion.

Hostel facilities for 400 JK students at Delhi

In order to mitigate the difficulty of students from Jammu and Kashmir in finding appropriate accommodation in Delhi during studies, The Jammu and Kashmir Government today signed a Memorandum of Understanding (MoU) with the Ministry of Home Affairs (MHA) and Jamia Milia Islamia (JMI) to provide accommodation to 400 students from the State of Jammu and Kashmir at PG, Graduate and School level in JMI.

The MoU was signed by the Commissioner Secretary Higher Education, Tanveer Jahan on behalf of the State Government and Registrar JMI, S. M. Sajjad and Union Joint Secretary (K), Ministry of Home Affairs, K. Skandan in presence of Jammu and Kashmir Chief Minister, Omar Abdullah, Union Minister for Home Affairs, P. Chidambaram, Union Education Secretary and Vice Chancellor JMI.

The Government of Jammu and Kashmir will release a sum of ` 16.22 crore to JMI in instalments to finance the construction of Hostel building including appropriate furniture and fixtures in JMI Campus to enable it to provide accommodation to 400 students from the State of Jammu and Kashmir. The amount so released by Jammu and Kashmir will be reimbursed by the Ministry of Affairs (MHA).

A Committee of representatives of MHA, Government of Jammu and Kashmir and JMI will review the progress of the project and the recommendations of the Committee will guide the construction and its accomplishment.

The project will be completed within 24 months from the date of commencement of the construction.

Chief Minister, Omar Abdullah has flagged education sector as one of the important concerns in the State's policy planning and accessibility of higher education to the people in far-flung and remote areas is receiving considerable fillip. The Chief Minister is keen to see the students of the State attaining excellence in different fields of modern science and technology in various higher educational institutions in the State and outside. The need of such accommodation for the students of Jammu and Kashmir was being felt for long time now. The initiative in this direction taken by the Omar-led Government would fulfil this requirement to a greater extent.

BOSE declares result of Class 12th

Board of School Education (BOSE) declared results of Class 12th (Regular), in which 29460 were declared successful out of 49956 candidates who had appeared in the exams.

In the examination, 432 students achieved distinction while 11890 got first division, 8775 second and 2159 third division respectively.

The overall pass percentage this year has reached 59 percent from 56 percent last year.

Meanwhile, the result is also available at BOSE website www.jkbose.co.in.

It is to mention here that the result declared by BOSE authorities is in record time and there is sufficient time for the students to prepare for entrance and other competitive examination at State and national levels.

BOSE does not have answer papers of Peerzadas son

The crime branch of the state police may not be able to crack the case of alleged unfair means of the education minister, Peerzada Mohammad Sayeed, as there is no record available with  Jammu and Kashmir Board of School Education (BOSE) authorities with regard to the original answer papers of the candidate.

Sources said that after chief minister Omar Abdullah handed over the case to crime branch for probe the head of the BOSE, Dr Shiekh Bashir directed the officials of concerned section to look for the answer papers of the candidate but they could not find any of the papers. "Though the board officials put up in all their efforts to trace the answer papers of the candidate from the secrecy section but failed to locate any," said the sources from the BOSE.

They added that in the absence of the original answer papers of the candidate it will be a bit difficult for the investigating agency to solve the case. "Since the board authorities clearly say that the original answer papers of the candidate are not available with them so the investigating agency will have a tough go in solving the case," sources added.

Confirming that there is no record available with board with regard to the answer papers of the candidate, chairman of the BOSE, Dr Shiekh Bashir, said, "The case is two years old and we do not keep the old papers but sell those. Even then we tried our best to get the answer papers of the candidate but failed to trace them from our secrecy section."He further denied the allegations of the use of unfair means to help the minister’s son pass the matric examinations, saying that the issue is being raked up by the official for his personal interests.

Demonstration held at Samba against Raj Daluja

Students, scholars of Languages Department of University of Jammu, today demanded action against State Times owner, Raj Daluja for allegedly misusing the press against the integrity of varsity.

They held a protest demonstration against Raj Daluja for allegedly running liquor shops without NOC and grabbing land at various places in and around the city areas, besides his involvement in the fake Permanent Resident Certificate (PRC) which, he got by tampering the revenue records.

Copies of State Times were also burnt. Speaking on the occasion, senior Research Scholar, Ajaz Shah said that the newspaper was misusing the power of press. He further said the students would never tolerate mud slinging against student leaders and professors.

"If Government fails to take any timely action against the offender, we would be forced to come on roads", he added.

"It is a sheer violation of media laws and Daluja should never undermine the power of students and an institution like university", he maintained.

He added "they have written enough scrap about our professors like Prof Shohab Inayat Malik, HoD Urdu Department and other professors which could never be tolerated at any cost".

Another Research Scholar Mushtaq alleged that by spitting venom against the eminent student leaders including Varinder Chib and Vikas Sharma, State Times was attacking the integrity of JU.

Sunil Kumar asked the District Magistrate to order custody of State Times Printing Press and Publication House as the same is running on the fake State Subject which Raj Daluja has obtained by tampering the documents.

He added that Raj Daluja was using the name of State Times newspaper only to shield his assets which he made through illegal means.

"Daluja is running illegal liquor shops, bars and restaurant but none from the side of Government dares to touch him", he added.

Suresh Kumar, Uday Singh, Tariq Ahmed, Riyaz Ahmad, Mushtaq, Vakil Singh, Ashiq Choudhary, Nazrat Hussain, Khaleel Ahmad, Rajesh Kumar, Jagmohan Singh, Abhimanyu and Zaheer Ahmad were also present.

Meanwhile, a meeting of Jammu Kashmir Uthaan Manch (JKUM) was also held in Samba regarding the defaming of JU's Vice-Chancellor office, university professors and NSF president.

Secretary JKUM, Rahul Dev said State Times was personally hitting the student leaders, chancellor's office and professors.

He also criticized the Government for its failure in not taking action against the owner of newspaper, Raj Daluja and demanded a thorough probe into the matter.

He added that Raj Daluja was playing with the future of nation by opening liquor shops near colleges and university.

JKUM demanded strict action against Raj Daluja and warned that the cadre will launch full fledge agitation against State Government for ignoring the violations of Article 370 by Raj Daluja and his family.

They further said Raj Daluja must be arrested and thrown behind the bars at the earliest.

Education Scholarship Scam

The government ha opposed to a bail plea of a Zonal Education Officer (ZEO) allegedly involved in misappropriation of Rs one crore scholarship money allotted for educational development of Gujjar and Bakerwal communities of border district Kupwara.

Muhammad Akbar Mir the accused ZEO (Zone Kumriyal) and his senior assistant, Muhammad Amin Lone, presently under arrest, had filed bail application before the High Court which was vehemently opposed by the Additional Advocate General Aijaz Ahmad Chisti.

Police station Kupwara has registered a case (FIR 403/2011) under various criminal sections of RPC against the accused.

The statements of five “beneficiaries” (shown by the accused) was recorded under section 164-A of CrPc before Judicial Magistrate 1st Class Kupwara and statement of 12 “beneficiaries” of Government Middle School Moori have revealed that they were actually not paid any scholarships, the Vigilance objections have said adding: “But the Acquaintance roll was manipulated and it was shown that the scholarships was disbursed in their favor.”

The accused have shown 4855 beneficiaries having received the scholarships although the names have not been recommended by the Pay Center Officers.
The two accused were arrested by Kupwara police for alleged misappropriation of more than Rs one crore to be disbursed among deserving Gujjar, Bakerwal and Pahadi communities in Khumriyal zone for their educational needs.

Earlier the bail application has been rejected by the concerned session’s court on the grounds that investigation into the matter was on so no merit for their bail.

Additional Advocate General, Ajaz Chisti who yesterday filed objections to the bail plea made by the two accused has said the two arrested educational officials have committed a serious crime. Their arrest, Chisti has argued, is bound to hamper the investigations.

The preliminary investigations into the matter have so far revealed, that state government had allotted a sizeable chunk of money to educational zone Khumriyal for scholarships for the students earmarked for the year 2009-10 and 2010-11.

But these funds were allegedly embezzled by the ZEO and other accused in the matter.

The Vigilance Organization Kashmir while objecting to the bail plea of the two accused had noticed certain misdeeds/ irregularities in the disbursement of the scholarships among the beneficiaries and had asked the ZEO Khumriyal to produce the records before the organization.

“But, the ZEO in connivance with his senior assistant set ablaze the records under a well knit conspiracy after the records were put in a vehicle( Spark Chevrolet) bearing registration no JK09-6805 which belonged to the  accused senior assistant,” the vigilance objections reads.

10th Class students miss exams

Hundreds of students who are appearing in the bi-annual examination being conducted by the Board of School Education (BOSE) today missed their papers as the roads remained blocked due to the heavy snow fall across the valley.
While the Board authorities maintain that they have achieved success in conducting the examinations amid the heavy snowfall, the candidates and the parents questioned the wisdom of the former of conducting the same at a time when the life was completely at halt.
Dozens of candidates talking to Kashmir Times over phone said  they missed their papers as they could not make it to their examination centres due to the blockade of the roads in their respective areas.
"It was almost snowing till afternoon and all the main and the link roads had got blocked overnight. It was not possible for us to even come out of our homes not to talk of making it to the examination centres. It is surprising that the Board authorities kept on conducting the examinations in such a chaotic situation," said the students
from south Kashmir.
A parent of a candidate said  it is totally unwise on part of authorities to conduct the examination in such  crisis without bothering about the career of scores of
candidates.
Claiming that they have achieved success in conducting the examinations amid the heavy snowfall, chairman, BOSE, Dr Sheikh Bashir said,"
Conducting examinations in such a situation should not be criticised but taken as a success as out of thousands of students only few have missed."
He, however, assured that they will go for the re-examination of all those candidates who missed their papers.

Students awarded degrees in SMVDU

672 students awarded degrees during SMVDU Convocation
A total of 672 students of Shri Mata Vaishno Devi University (SMVDU) were today awarded degrees during its 3rd Convocation wherein President, Pratibha Devisingh Patil was the chief guest.

As many as six students received the degree of Doctor of Philosophy whereas 48 degrees of Master of Technology, 105 Masters of Sciences and Arts and 325 were presented degree of Bachelor of Technology in various engineering disciplines.

Four passing out graduates received the Chancellor’s Gold Medals, two graduates received Vice-Chancellor’s Gold Medal, 12 graduate students received University Silver Medals, seven graduates got Infosys Foundation Prize for Excellence and 12 certificates of appreciation on the occasion.

Those who received Chancellor’s Gold Medal included Irbha Magotra (MBA BE 2010 batch), Anoop Kumar Pandey (B.Tech CSE 2010 batch), Pardeep Singh Andotra (MBA BE 2011 batch), Abhinav Tiwari (B Tech CSE 2011 batch).

The recipients of Vice Chancellor’s Gold Medal are Sandeep Kumar (B Tech ECE 2010 batch) and Suberta Manhas (B.Tech IBT 2011 batch).

Pawandeep Kaur (MBA 2010 batch), Shilpa Gupta (MBA 2010 batch), Irbha Magotra (MBE 2010 batch), Daksh Kumar Anand (B. Tech ECE 2010 batch), Anoop Kumar Pandey (B.Tech CSE 2010 batch) and Vikas Chandra (B. Tech EME 2010 batch), Tinny Modi (MBA 2011 batch), Pardeep Singh Andotra (MBE 2011 batch), Sarabjeet Kour Sudan (M.Sc Biotech 2011 batch), Esha Kundu (B Arch 2011 batch), Akshay Jain (B Tech ECE 2011 batch) and Abhinav Tiwari (B.Tech CSE 2011 batch) are the recipients of the University Silver Medals.

Those who received Infosys Foundation Prize for Excellence in PG Toppers included Tinny Modi (MBA), Pardeep Singh Andotra (MBE), Mohd Junaid Mir (M Tech M&A), Quleen Kaur (MA English), Sarabjeet Kour Sudan (MSc Biotechnology), Ram Krishan (MSc Mathematics) and Swati Sharma (MSc Physics).

The recipients of PhD Degree included Ajay Koul of School of Computer Sciences and Engineering, Amit Kant Pandit of School of Electronics and Communication Engineering, Ankush Anand of School of Mechanical Engineering, Rajesh Kumar Bhushan of School of Mechanical Engineering, Sanjay Kumar Mishra and Vikas Sharma of School of Business.

The President Pratibha Devisingh Patil presented medals to the recipients while as degrees were awarded by Governor, N N Vohra, who is also the Chancellor of the University.

Later, the recipients of the Degrees were administered oath.

Earlier, the convocation was declared open soon after the Academic Procession followed by chief guest President Pratibha Devi Singh Patil, Governor N N Vohra, Chief Minister Omar Abdullah, Vice-Chancellor Prof R N K Bamezai, Principal Secretary to the Governor, R K Goyal, Vice-Chancellor Jammu University Prof Varun Sahni, members of Executive and Academic Councils attired in academic robes entered the hall amidst chanting of mantras on the back stage.

Soon after the convocation was declared closed by the Chancellor and President Pratibha Devisingh Patil left the auditorium, jubilations started among the students. "Hip Hip hurray" repeatedly rented the auditorium. The students also thanked Shri Mata Vaishnodevi for her blessings which helped them in their academic excellence.

Meanwhile, due to the vehicular restrictions imposed in view of VVIP visit, people particularly in the winter capital city and in the holy town of Katra have been facing lots of inconvenience.

"It is due to the failure of Traffic Police in giving wide publicity to the diversions and restrictions that commuters have been facing many problems in reaching their destinations in time", a number of people told News Agency on telephone today.

"No doubt, vehicular restrictions are required to be imposed in view of VVIP visit but adequate steps are necessary so that common masses don’t face problems", they said while alleging that Traffic Police always remain concerned about the VVIPs and VIPs and give no attention towards the inconvenience to the common masses.

National Education Day 2011

National Education Day celebrated in 
various educational institutions with gaiety

To pay tributes to first Education Minister of India Moulana Abul Kalam Azad on his birth anniversary being celebrated as "National Education Day", various educational institutions organised rallies, symposium, quiz contest, seminars, etc. and spread the message of relevance of education in present scenario.

A mega function was organised by Directorate of School Education, Jammu at General Zorawar Singh Auditorium, University of Jammu, where Minister for School Education Peerzada Mohammad Sayeed was the chief guest.

Speaking on the occasion, Mr Peerzada said that Government is endeavoring a lot to eradicate illiteracy from every nook and corner of the State by opening and upgrading scores of schools besides equipping the Government educational institutions with better infrastructure and qualified staff.

Minister for Revenue, Relief and Rehabilitation Raman Bhalla, MLAs Chaman Lal Gupta and Mohammad Sharief Niaz, Director School Education, Gulzar Ahmed Qureshi, Personnel Officer Nirupa Rai, Chief Education Officer Natha Ram Dingra and besides Principals, Zonal Education Officers, teaching, non-teaching staff members and students of various schools were present on the occasion.

Paying rich tributes to the great leader, Mr Sayeed said Moulana Abul Kalam Azad played a pivotal role in taking education to every part of the country by introducing several educational policies. He said Maulana's contribution had brought revolution in education sector for achieving 100% literacy.

The Minister said Central Government headed by Prime Minister Dr Manmohan Singh is providing liberal funding to the state under education for further improving the education standards. He said Central Government has introduced RAMSA scheme for upgradating infrastructural facilities in High and Higher secondary schools.

He said 69 schools would be upgraded under RAMSA across the State, adding that ` 58 lakh would be spent on construction of additional rooms and 15 lakh for science laboratories in each newly upgraded high and higher secondary school. He said Government has earmarked ` 25000 each for renovation of High School infrastructure and ` 50000 for Higher Secondary School infrastructure under RAMSA.

Speaking on the occasion, Raman Bhalla said for facilitating the teachers and students, Government has approved Rs. 14 crore for construction of 50-room teacher bhawan and 500-seating capacity auditorium in Government Girls High School, Gandhi Nagar

Highlighting the role of teachers and parents in the life of children, he said a child is nourished by parents, while the teacher shapes his personality and gives his life a direction.

On the occasion, a scintillating cultural programme was organized by various.

A quiz contest was also held in the auditorium in which six schools of Jammu city participated and Government Girls Higher Secondary School, Talab Tillo won the contest.

The Ministers distributed mementos among the meritorious students of the Jammu region who excelled in 10th and 12th exams during 2010-11 session.

Earlier, Mr Sayeed and Mr Bhalla flagged off a students rally from Government High School, Gandhi Nagar which culminated at Zorawar Singh Auditorium in Jammu University.

To celebrate the National Education Day, the Department of Students Welfare, University of Jammu, organised organised rally in the campus and paid rich tributes to First Union Minister for Education Maulana Abul Kalam Azad. Prof Jasbir Singh, Chairman, Campus Cultural Committee and Co-ordinator, NSS, JU, flagged off the rally in which faculty members, officers, staff, research scholars and students took part.

Prof N K Tripathi, Dean Students Welfare, Prof J S Tara, Director, Poonch and Surankote Campus, Prof D S Jamwal, president, JUTA, Dr Anupama Vohra, Dr Vishva Raksha, Dr Surinder Pal Sharma, NSS volunteers also participated in the rally.

The IQAC of Government MAM College, Jammu, organised Symposium to mark the National Education Day on the topic "Maulana Abul Azad's Vision of an Educated India". Anshul Gupta and Sanchit Verma bagged the first and second positions respectively while Karan Singh clinched the third prize. Principal Prof Ajeet Angral was the chief guest, who also delivered on the contribution of Maulana Azad to the education foundation in India and said that he was not only enlightened and wise scholar but truthful and fearless freedom fighter. Dr Twinkle Suri, Coordinator IQAC, Prof Banpreet Kour, Prof Harpreet Kour, Prof Kailash Mehra, Prof Rama Badyal and Prof Shalini Sharma were also present on the occasion.

To mark the occasion of National Education Day, NSS Unit of Government Degree College, Kathua organised rally from College Gate to Ram Lila Ground, Kathua. Principal Dr Nater Singh flagged off the rally and highlighted the achievements of First Union Minister for Education in the field of education. Large number of NSS volunteers led by their POs Dr Suram Singh, Prof Naresh Sharma and Prof Kiran Bala participated in the rally.

On the occasion of National Education Day, Eliezer Joldan Memorial College, Leh organised symposium and on the spot Essay Writing Contests on the topic "Contribution of Maulana Azad in the Field of Education". Sonam Ladol got the first prize in symposium while Stanzin Tamchos adjudged as best in essay writing contest. The Deputy Commissioner Leh Tserin Angchuk was the chief guest, who distributed the prizes among winners. Principal Dr Youdhvir Singh, Prof Sonam Yangzes, Prof Rinchen Angmo also spoke on the occasion.

The Government Degree College Paloura celebrated the National Education Day to mark the birth anniversary of Moulana Abul Kalam Azad by organising essay writing and slogan writing contests. Students also delivered on "Role and Place of M A Kalam Azad in the Freedom Struggle". Principal Hemla Aggarwal and Prof B B Anand also exhorted upon the students to follow the foot steps of great leader, who revolutionized the education system in India. Prof Devinder Kour also spoke on the occasion.

The Government Degree College, Poonch celebrated the National Education Day by paying rich tributed to first Education Minister of India Moulana Abul Kalam Azad. Students and staff members highlighted the achievements and contribution of the legendary leader as an educationist, thinker and social reformer.

The NSS Unit of Government G L Dogra Memorial Degree College celebrated the National Education Day with gaiety and fervour while paying rich tributes to Dr Abul Kalam Azad. Student took part in symposium on "Role of Teachers in 21st Century" and patriotic group song competition. Education conference calls for imparting moral education to students

Maintaining that education holds key in all round development, Minister for school education, Peerzada Mohammad Sayeed, on Sunday said that coalition government is determined to universalize education in the state.

The Minister was addressing Education Conference of Anantnag and Kulgam districts held at Khanabal Anantnag. He said sufficient funds are being provided by the Centre under education sector and several flagship programmes initiated by the centre in this sector have been instrumental in leading country towards cent percent literacy, adding that Jammu and Kashmir is also fast marching towards this direction.

The Minister said that the education should be kept away from politics and no interference should be allowed in educational programmes so that the aims and objectives of imparting education to the new generations are fulfilled.
Stressing for inculcating moral education among the students, the Minister asked the teaching fraternity to give important lessons on prayer meeting every morning on the opening of schools.
Responding to the demands put forth by the organizers, Peerzada announced that confirmation orders of Zonal Education officers would be issued shortly.

Referring to the Education conference, the Education Minister hoped that fruitful results would evolve out of the Conference and will help in implementation of related schemes.

On the occasion, Commissioner/Secretary, Education, Naseem Lankar stressed for monitoring of execution of school buildings and judicious use of funds. She also stressed for ensuring quality education to the students.

Director School Education, Kashmir, Sheikh Mushtaq Ahmad in his address highlighted the achievements of the department. He directed the field functionaries to work with missionary zeal and in a true spirit. He asked the concerned to implement the instructions issued by the department about conduct of tour diaries. He asked them to work with utmost dedication and try to show results in implementing the various interventions.

Speaking at a platinum jubilee celebrations of Presentation Convent School here, the Chief Minister said that the holistic development and growth of young boys and girls is need of the hour to enable them face futuristic challenges with capacity and calibre. “They should be proved to compete at the national and international level with confidence and competence”, he said adding that after completing education they have to step in a wider world to make a dent.

Career of 7000 students at stake

Call it a total mismanagement of affairs or a half- hearted exercise of Board of School Education (BoSE) and Kashmir University, around 7000 students who took their Annual 12th class examinations (private) in March 2011 are being forced to waste one precious year of their academic session. It was BoSE which first delayed the conduct of examinations by at least three months and now Kashmir University which is not ready to take in these students to various colleges of the valley.
Interestingly, the results of the 12th Annual Examinations were declared by BoSE on June 28, whereas the college admissions were closed on July 1. As such, students were left with just two days to get all the required documents and complete the formalities, which by no means were possible.

Students further alleged that the authorities in various colleges were admitting the regular candidates but when it came to private candidates, their applications were rejected at once.

This poses a serious threat to the careers of thousands of such students with another year being wasted from their academic session.

“For private candidates, this delay can turn out to be more serious as we have already a year’s gap and now one more year could jeopardize our careers,” Suhail, a student told Kashmir times.

Caught in the middle of this official apathy, the students, who are running from pillar to post have been further insulted by Jammu and Kashmir Police, when they tried to meet authorities at Civil Secretariat, Srinagar on July 6.

Not only did the policemen allegedly beat the students, they arrested several students including the girls and lodged them in the police station. However, this has barely brought down the enthusiasm among the students as their delegation told KTNS that nothing could come in their way of making sure that one year of academic session does not go waste.

At the expense of insensitivity of the authorities, students are being made to chase after University, college and administration officials.

Thousands of these students alleged that after Board of School Education (BoSE), it is now Kashmir University which instead of doing its job, is asking the students to seek admission from various colleges in the valley.

Interestingly, the letter seeking the redress of students concerns written by Kashmir University to Commissioner Secretary Higher Education and Director Colleges according to students did not even reach there and it was only after student intervention that the matter was taken up before higher authorities.

“Initially the delay in the conduct of examinations, then the delay in results by Board of School Education and now KU officials instead of taking care of the college admissions are dictating terms and asking us to approach colleges on an individual basis. If we would have relied on the words of University authorities, the process would have been completely halted,” Iqra, a grieved student asserted.

Though students managed to reach out to the Principal, Gandhi Memorial College requesting him to spare some seats for them to which the latter consented, however the students allege that the University has been laidback in its approach in following up the case.

Pertinently, this serious matter has not even reached the offices of Commissioner Secretary Higher Education and Director Colleges even if the University officials claim to have written to them.

“University alone is not gong to solve this problem. The state government through the concerned authorities should direct the 36 colleges of the valley to makes some sort of arrangements for these thousands. We completely empathise with these students and do not want their precious years to go waste. However, we are already in the process of beginning new examination sessions and almost 40 percent of the syllabi has been completed. This is making their adjustment a little difficult. If the government gives a go ahead signal to the colleges to restart their sessions, University has no objections whatsoever,” Dr Nissar Mir, Deputy Registrar, Kashmir University said.

Evening Shift in Jammu Colleges

No more evening shift colleges in Jammu

Evening shift in the two undergraduate Colleges of Jammu i.e., Government Moulana Azad Memorial (PG) College and Government Gandhi Memorial Science College has been discontinued from the ensuing academic session, thereby putting irking students, especially those having lower academic merit.

The evening shift which was started with effect from 1990 in both the colleges in the form of Camp Colleges for the Kashmiri migrants (students) used to accommodate only Kashmiri migrants from their inception till 2000 AD.

Pertinently, the evening shift of these Colleges was affiliated with the University of Kashmir and not the University of Jammu. However, in the year 2000, the status was changed and the Colleges (evening shift) were affiliated with the University of Jammu thereby ending their affiliation with the University of Kashmir.

Another significant development with this was that notwithstanding the earlier status, students from Jammu and Ladakh provinces were also given permission to seek admission in the evening shift of these Colleges. Both the colleges used to accommodate a large number of students in the evening shift, boys as well as girls in contrast to the morning shift in which only boys were admitted then.

As per GGM Science College authorities, a total of 625 students were enrolled in the three classes i.e., B.Sc Part-I, II and III of the Science College (evening shift) last year i.e., session 2010-11 including 307 students in Part-I, 169 students in Part-II and 149 students in Part-III. Similarly, a total of 380 students were enrolled in BA Part-I, II and III in the MAM (PG) College, Jammu.

Even, the fate of the staff is not determined till date. Staff members (evening shift) of both the Colleges, while talking to KTNS said, “We are in a dilemma as what the government is thinking of our future as it hasn’t issued any orders regarding transfers or otherwise for the evening staff”.

When contacted, Principal Government MAM (PG) College Dr. Ajeet Angral said that the students studying in the Evening shift would be accommodated in the Morning College and no one would be made to suffer. Dr. Angral added that girls have also been admitted in the College thereby making it a co-educational institution. However, he didn’t give any clear reply regarding increase in the seats of the Morning College. Principal GGM Science College couldn’t be contacted due to his recent transfer.
However, Commissioner Secretary Higher Education Tanvir Jahan while talking to KTNS said, “We have merged the evening shift with the morning shift due to the lack of staff and other facilities/infrastructure adding that it was done for the welfare of the students.

When enquired about the fate of staff of the evening shift of both the Colleges Tanvir said, “They may be either transferred to some other colleges or absorbed along with the staff of the morning Colleges. However, she didn’t reply to the other queries and disconnected the phone.

When contacted, Minister for Higher Education Abdul Gani Malik said that the evening shift has been merged with the morning colleges, adding that the decision has been taken in consultation with the college professors and principals. Malik further said that it was felt that there was no need to continue the evening shift. He also assured that no student would be made to suffer and all the students studying in the evening shifts of both the colleges would be accommodated in the morning colleges.

However, when asked about the possible increase in the seats capacity of the morning colleges, he failed to give any clear information.

19723 candidates appear in CET-2011

About 19723 candidates appeared in the CET-2011 conducted by J&K Board of Professional Entrance Examination across the State.

The J&K Board of Professional Entrance Examination successfully conducted the CET-2011 at 35 centres across the State in which record number of 19723 candidates appeared simultaneously at Srinagar and Jammu divisions.

According to press note issued here by BOPEE, about 8983 candidates appeared at 19 centres in Jammu while 10740 candidates at 16 centres in Srinagar. The attendance at both the divisions was recorded 99.25 per cent, an increase of 23 per cent over last year’s CET-2010.

Prof M A Peer said that BOPEE has conducted the CET with its commitment to total transparency in the conduction of examination. To achieve distinction of being the only Board across the country, the BOPEE has put the answer key on its official website besides giving carbon copy of answer sheet to the appearing candidates.

The CET-2011 was held under the supervision of Prof M A Peer (Chairman) and co-ordinated by Prof Gopal Gupta, Controller of Examination.

JU conducts first ever JUET

21,220 candidates appear in 42 Master’s Degree Programme/Diploma courses

The first ever Jammu University Entrance Test (JUET: 2011) conducted by University of Jammu (JU) for admission to 42 Master’s Degree Programmes/Diploma Courses today concluded successfully.

According to press note issued here, about 21,220 candidates appeared in 42 Master’s Degree Programmes/Diploma courses across the State held at 9 designated centres included Jammu, Kathua, Reasi, Udhampur, Poonch, Rajouri, Bhaderwah, Srinagar and Leh.

The JUET: 2011 was conducted under the supervision of observers appointed by University and respective colleges Principals for smooth conduct of exams.

According to Prof R D Sharma, Dean Academic Affairs, JU, all the quarters of Jammu University Administration and the teaching departments have contributed and expressed their satisfaction over the smooth and flawless conduct of JUET: 2011.

He said that University has received huge response from the students and about 24,224 candidates applied for 42 programmes in which about 21,220 sat in different programmes.

Giving details about the appearing candidates, he added that in Sociology 852, M Lib 54, Music 35, Bio-Chemistry 86, Zoology 1687, Urdu 366, Physics 747, Dogri 83, Human Genetics 96, Electronics 120, Punjabi 33, IT 232, Chemistry 946, M Ed 1266, MP Ed 62, PGDBM 207, History 537, Sanskrit 91, Microbiology 97, Computer Science 1094, Botany 1335, Psychology 369, Home Science 89, Buddhist Studies 42, Education 1783, Commerce 527, Geology 124, BLib Sciences 142, Political Science 1269, Food Science and Technology 81, Remote Sensing and GIS 31, BP Ed 133, Mathematics 949, Hindi 770, PGD Human Rights 43, Environmental Science 1738, Geography 856, Statistics 193, Bio-Technology 104, English 1017, Economics 687 and LLB (Prof) 289.

He disclosed that admission to the Master’s Degree Programmes/Diploma courses will be made on the basis of JUET: 2011 score and the academic merit of the qualifying examination (graduation level). The final merit of the appearing candidate will be calculated out of 100 by giving a weightage of 70 i.e. the marks obtained in the Entrance Test and a weightage of 30 to the percentage of marks obtained in the qualifying examination. There is no interview for the admission purposes. However, there will be negative marking, he further asserted.

According to Prof Neelu Rohmetra, Convener Press, JUET: 2011, "the Admission process is completely transparent. The answer key in all the disciplines is likely to be published shortly. Further the result will be declared within the shortest possible time and subsequent notification will be issued for the convenience of the students indicating the further steps in the admission process". 

Anti Ragging Cell in Every College

With the admission process for ensuing academic session is beginning by the end of current month, the Principals of all the Government Colleges have been issued clear directions to frame anti-ragging cells for strict implementation of Supreme Court’s directions and new law enacted by the State Government to prohibit ragging in any form in their respective institutions.

Official sources told News Agency that though the Supreme Court has already formulated guidelines to be introduced by the Universities in their affiliated colleges to check the ragging menace yet State Government early this year enacted first ever anti-ragging law of its own and decided to get the same implemented in letter and spirit in all the educational institutions.

"Now, with the admission process for next academic session is all set to start, it has been decided to take required steps well in advance so that no new student in the educational institutions particularly in Colleges suffer due to ragging menace", they said.

On the directions of Commissioner Secretary, Higher Education Department, Tanveer Jehan and Director Colleges, Dr Sham Lal, Nodal Officer of the Government Colleges in Jammu Province, Dr M S Baloria recently issued directions to the Principal of all the Colleges to set-up anti-ragging cells in their respective educational institutions well before the commencement of academic session for effective implementation of the new law of the State.

Moreover, the University of Jammu has also issued notification for strict adherence to the guidelines formulated by the Supreme Court.

When contacted, Director Colleges, Dr Sham Lal said that these cells will be comprised of senior faculty members and even one officer from the civil administration so that this menace, which has gripped several states of the country, don’t raise its ugly head in Jammu and Kashmir".

"They have also been directed to prominently display the anti-ragging slogans and guidelines of the Supreme Court as well as the pr
ovisions of the State’s law within their respective Colleges so that students are educated about the action they would face for indulging in any sort of ragging", he further said.

To a question, he said that even admission broachers would carry punishments warranted under the Supreme Court guidelines as well as State’s own law for indulgence in ragging.

When asked about the admission process, the Director Colleges said, "we are planning to start the same by the end of this month".

Nodal Officer of the Jammu Province Colleges, Dr Baloria said that Principals have also been asked to ensure special night checking in the hostels after regular intervals and even start the concept of welcome parties for the new entrants so that a congenial atmosphere is ensured for them.

As per the provisions of State’s anti-ragging law, whosoever, directly or indirectly, commits or participates in or abets or propagates ragging within or outside any educational institution, will on conviction be punished with imprisonment for a term, which may extend to two years or fine or both.

If the particular person committing or abetting ragging is not identified, every person participating in, or present at such ragging activity, would be liable to punishment. The law makes it obligatory on the part of head of the educational institution to inquire into complaint of ragging within seven days and immediately forward complaint to Police Station.

Girls Dominate Graduation Results

Girls dominated merit list of all five streams of Science, Commerce, Arts, BCA and BBA in Graduation final year examination results, which were declared today by the Jammu University.

In 11 top slots of Science faculty, girls bagged 10 while in Commerce, girls took seven out of first 10 positions. In BCA, the girls again took 10 out of 11 places in the merit list. In BBA, seven top slots went to girls from a total of 12 while in Arts, the girls and boys shared seven and six positions respectively.

Mahima Sharma and Asha Sharma, both students of Government Degree College (GDC), Kathua students bagged first and second positions in Science taking 88.18 and 84.78 per cent marks respectively. Pryati Sharma of Government College for Women (GCW), Gandhi Nagar took third position with 83.21 per cent marks.

Samriti Sharma of GCW Gandhi Nagar and Aman Priya of GGM Science College, Jammu clinched fourth and fifth positions securing 81.33 per cent and 80.54 per cent marks respectively. Madhu Sharma of GCW Parade Ground got sixth position with 80 per cent marks.

Kritika Sharma of GCW Gandhi Nagar and Ammir Hassan of GDC Bhaderwah, both of whom bagged 79.87 per cent marks, shared seventh position in Science. Swati Beotra of GDC Kathua got eighth position taking 79.69 per cent marks while ninth position went to Pallaki Shrikhandia with 79.51 per cent marks. She was a private student. Suchita Sharma of GCW Gandhi Nagar secured 79.21 per cent marks and took 10th position.

Krishma Arora of GCW Parade topped in Commerce stream taking 77.34 per cent marks. Vaneet Kour and Sunali Bindra of the same college with 75.08 per cent and 72.21 per cent marks followed her.

Vinay Gupta of SPM Rajput College of Commerce, Jammu got fourth position taking 71.82 per cent marks, Janvi Pandey of GCW Parade Ground took fifth top slot with 71.34 per cent marks.

Sat Pal Singh of SPM Rajput College of Commerce and Sagarika Chadha of GCW Parade secured sixth and seventh positions with 70.95 per cent and 70.82 per cent marks respectively.

Eighth, ninth and tenth positions in Commerce went to Pawan Anand of SPM Rajput College of Commerce, Aarti Sharma of GCW Parade and Tushar Mahajan of SPM Rajput College of Commerce with 70.39 per cent, 70.34 per cent and 70.17 per cent marks respectively.

Rachna topped in BCA securing 78.6 per cent marks followed by Sonam Gandotra and Vikram Singh with 77.9 and 77.6 per cent marks respectively.

Sapna Manhas took fourth position securing 77.45 per cent marks. Ruhi Gupta and Vidushi Sharma shared fifth positions taking 77.15 per cent marks. Seventh position went to Richa Mehra with 75.39 per cent marks.

Shefali Gupta, Sarbjeet Kour and Ritika Mahajan claimed eighth, ninth and tenth positions securing 75.27 per cent, 75.21 per cent and 75.03 per cent marks respectively.

Deepika topped in BBA with 77 per cent marks while Pranav Jain got second position with 75.75 per cent marks. Shagun Mahajan and Aman Talla secured third and fourth positions claiming 74.9 and 74.5 per cent marks respectively.

Fifth, sixth and seventh positions in BBA went to Arun Gupta, Huma Khan and Paurav Angral with 74.45 per cent, 74.25 per cent and 74.20 per cent marks respectively. Bindu Kumari and Devyani Jamwal, who secured 74.15 per cent marks, shared eighth position.

Ranjit Singh and Kavita Choudhary got ninth and tenth positions taking 73.3 and 73.2 per cent marks respectively.

Rimpy Gupta of GDC Ramban secured first position in Arts faculty taking 76.48 per cent marks. Sahil Ravgotra of Government MAM College, Jammu, who took 74.24 per cent marks, followed her. Third position went to Nasar Anjum of GDC (Boys), Udhampur with 72.9 per cent marks.

Pallavi of GCW Parade and Sabah Rasheed of GDC Thanna Mandi bagged fourth and fifth positions taking 72.84 per cent and 72.24 per cent marks respectively. Shahid Mumtaz of GDC Rajouri, Pragati Mandotra of GCW Gandhi Nagar and Shah Nawaz of GDC Thanna Mandi shared sixth position. All three secured 71.81 per cent marks.

Seventh position went to Mohammad Asif of GDC Thanna Mandi with 71.63 per cent marks while Manopriya Tuli of GCW Parade Ground and Anjana Raina of GCW Gandhi Nagar shared eighth position with 71.39 per cent marks.

Ninth and tenth positions in Arts went to Ashwarya Jain of GCW Parade Ground and Radha Devu of GCW Udhampur with 71.03 and 70.84 per cent marks respectively.
