Summer vacations in jammu courts from June 6

The subordinate courts of Jammu Province, excluding Bhaderwah, Kishtwar, Doda, Batote and Banihal headquarters, will observe 15-day summer vacations from June 6.
A formal notification in this regard was issued today by Registrar General Suresh Kumar Sharma.
The Principal District and Sessions Judge and Chief Judicial Magistrates of all the districts shall make suitable arrangements for the disposal of urgent criminal business arising during the period of summer vacations in areas within their respective jurisdiction, the notification adds.

Snowfall in Doda Kishtwar

Mountainous areas of Doda and Kishtwar districts of Jammu region nowadays experienced unseasonal snowfall triggering more cold wave conditions.There was snowfall in areas of Kansar, Malani, Katyara, Puneja, Nalthi, Bamlakhi, Thannala, Nagni Mata, Subar, Dhar, Mathala, Sharakhi and Bheja in Bhaderwah belt of mountainous Doda and Kishtwar districts early this morning, officers said.Mountain-locked Bhaderwah, popularly called "Chhota Kashmir", conjointly experienced unseasonal snowfall within the city early this morning, the officers said.Due to the unseasonal snowfall, horticulture, sericulture and agriculture sectors are hit because it is that the flowering season of fruit-bearing trees and different agricultural and sericultural turn out, they said.The cold wave conditions are sweeping within the plains of Jammu, Kathua, Udhampur, Samba and different areas as daily evening rains became a continuing weather feature throughout the past one week.

37 Lakh Worth Scam in Kishtwar

Two officials abscond with record

Two Government officials including a Junior Engineer have gone underground along with official record after ` 37 lakh worth scam surfaced in construction of Community Information Centre at Drabshalla block in Kishtwar district.

Police have registered a case in the scam. Preliminary investigations, however, revealed that a number of officials were involved in the embezzlement of Government funds.

Police sources said Mohammad Ashraf Mir, a Junior Engineer then posted at Drabshalla and presently at Thathri block in Kishtwar district and Chet Ram, a Senior Assistant of Nagseni block have gone underground after registration of FIR against them along with official record.

Ashraf Mir had withdrawn ` 4.88 lakh worth Government funds on his own name, police said.

"So far, we have registered a case against Ashraf Mir, Chet Ram and Prabhu Dayal, a retired Block Development Officer (BDO) of Drabshalla’’, police said, adding more officers including Mohammad Yasin Mir, another retired BDO were likely to be incorporated in the FIR during ongoing investigations in the case.

A FIR in the scam has been registered at Kishtwar police station vide No. 40/2012 under Sections 420, 467, 468, 407 and 409 RPC.

Police said the Government had sanctioned Community Information Centre and a Multi Purpose Building at Drabshalla block under Government of India’s Community Development Programme.

A contractor, Mohammad Sabir of Nalli, Bonjwah, who was allotted the work also didn’t get his due amount. Instead, the bills against his name were got encashed by subsequent BDOs, JEs and other officials of Drabshalla block.

On spot investigations and analysis of the building by police revealed that an amount ranging between ` 10 lakh to ` 12 lakh only had been spent on the building as against ` 37 lakh shown in the official records. Majority of the amount had been swindled by the officials by withdrawing it from the treasuries on different names.

Sources said during raid in the offices of JE and BDO besides other concerned officials at Drabshalla block, police didn’t come across any documents pertaining to purchase of material, approval of works and permission of Drawing and Disbursement Officers (DDOs) for withdrawal of funds, which indicated that bulk of ` 37 crore worth funds had been swindled by the officers.

Police said they conducted raids in offices and houses of Mohammad Ashraf Mir and Chet Ram but both of them were absconding with official records. Majority of record was missing from the offices, police said.

DySP Kishtwar (Headquarters) Abrar Choudhary was investigating the case under the supervision of DIG Doda-Ramban range Manish Kumar Sinha and SP Kishtwar Bhim Sen Tuti.

HM ultras wife detained

Three members of family, including the wife of Hizbul Mujahedeen (HM) militant wanted by National Investigation Agency (NIA) in connection with the Delhi High Court blast last year, have been detained by police in Kishtwar district.

Tasleema Begum, wife of Hizb militant Shakir Hussain, alias Chotta Hafiz, his mother and father-in-law were detained at Tatapani belt of the district today, police said.

They were brought to Kishtwar and are being quizzed about the whereabouts of the Chotta Hafiz, they said.

NIA and local police are frantically searching for three most wanted terrorists of Hizbul-Mujahedeen, involved in the Delhi HC blast case, in mountainous belt of Kishtwar and had conducted several operations to trace them but have failed so far.

Apart from Chotta Hafiz, others wanted in Delhi HC blast case are Hizb militants- Junaid Akram Malik and Kamran. The NIA has so far arrested three people, including a teenager in connection with the blast, in which 15 people were killed.

Snow lashes Jammu Srinagar highway

Vehicular traffic on the 300 km-long Jammu-Srinagar National Highway was again stopped, this evening, as a precautionary measure due to slippery road conditions and at-least 2000 vehicles were stranded at different places on the highway. More people fell ill due to outbreak of viral fever in Banihal villages today.

Our correspondent Khawaja Sharjeel from Banihal said that after the highway was cleared by the Border Roads Organisation (BRO), it was reopened for one-way traffic in the morning. The smooth flow of traffic continued till late evening but due to fresh snowfall and rains, the traffic was stopped at 6.30 PM. At-least 4 inches of fresh snow accumulated on the highway near Jawahar Tunnel and 2 inches at Patnitop making the road slippery.At-least 750 vehicles stranded at a stretch between Patnitop to Banihal were to allowed to move towards the valley and out of these, 400 crossed the Jawahar tunnel till 5 in the evening.

The highway, the only surface link with Kashmir valley, was closed due to heavy snowfall, avalanches and landslides on the Jawahar tunnel-Banihal-Ramban-Patnitop stretch on January 15. However, due to a thick blanket of fog in Sher-Bibi area, where a major avalanche was cleared, Srinagar-bound traffic was stopped for some time as a precautionary measure but later trucks carrying essential supplies, including LPG, oil supplies and food grains, were allowed to move to Kashmir valley from Jammu.
The men and machines of the BRO worked overtime to clear the highway from heavy snowfall, two major avalanches and five landslides. The highway was lashed by heavy snowfall on January 15 and January 16 at Jawahar tunnel, Banihal, Batote and Patnitop areas. Two major avalanches also hit the arterial road at Nachalana and Shatani Nallah, while five landslides occurred at Digdol, Panthal, Sheri-bibi and Maroog and Shergarhi areas of Ramban district.

The inter-district highway of Jammu-Rajouri-Poonch has been restored for traffic even as Doda-Kishtwar is still closed due to snowfall at various places. Besides, most of the inter-district roads in Reasi, Doda, Kishtwar, Ramban and partly Kathua districts are closed due to heavy snowfall. The inter-state Bhaderwah-Chamba (Himachal Pradesh) road is also closed following nine feet snow at Sartangal Pass.

Our correspondent from Udhampur reported that due to the closure of the highway in the evening, over 2000 vehicles are stranded at various places, mostly at Udhampur and Nagrota areas of Jammu district. He said that in Udhampur, traffic was stopped at Jekhani, Bye-Pass, Mand, Dhar Road and Bali nallah. Normal life has been thrown out of gear due to fresh rains and snowfall in Udhampur district. Fresh snowfall was witnessed at Patnitop, Nathatop, Dudu Basantgarh, Latti Dhuna and Pancheri while the plains witnessed heavy rainfall.

Our correspondent from Reasi said that the people of remote areas of Mahore tehsil Reasi suffered huge loss of cattle. IAF carried out relief operations and dropped essential commodities, particularly food grains, in the mountainous belt of Reasi district, providing relief to people in the snow-hit area.

Intensifying relief operations to provide essential commodities to people trapped in the higher reaches of Mahore area of Reasi district owing to heavy snowfall and hostile weather conditions, the District administration in coordination with the Air Force, dropped several quintals of food grains in Gulabgarh area of the district. MI-17 Helicopters, fully loaded with food grains took off from the Reasi sports stadium and landed at Gulabgarh, to provide immediate relief to people trapped in inclement weather conditions.

Last year too, Indian Air Force Helicopters air-dropped ration and other material for people living in Dewal and Gandiala villages of Mahore area on December 13 during the first snowfall. Relief operations are being maintained under the close  guard of Jammu Divisional Commissioner Pawan Kotwal and district Development Commissioner of Reasi Sheetal Nanda with a thrust to ensure that all inhabitants of such area could get essential commodities.

According to Additional Deputy Commissioner, Rajinder Singh Tara, sufficient stock of food grains is available with different stores of the district especially in far-flung areas and every effort is being made to reach out to the people trapped in higher reaches due to snow.

Police handout said that cops are assisting the civil administration in snow clearance operation, besides offering all available resourses to help people in tough times. Parts of the district, particularly large parts of subdivision Mahore have witnessed more than 10 ft of snowfall over the past week. This abnormal situation has led to the disruption of supply lines of food grains and other essential items to the residents of the far flung areas of the subdivision. The adverse weather had also led to temporary suspensions of the major roads of the district, particularly the stretches between Arnas and Mahore, between Mahore and Chassana and between Mahore and Shajroo.

Police personnel actively assisted the district administration and the Border Roads Organization authorities in restoring the transport links so the essential commodities and people in distress could be transported to their respective destinations. So far no loss of life or limb and only minor damage to property has been reported in the district due to adverse weather conditions.

The handout further said that heavy snowfall in Doda district led to disruption of all essential services. In view of this, Joint Control Rooms were established at Doda and Bhaderwah respectively with civil administration and PMF to monitor the situation in the District. All SHOs/IC PPs, Operation groups in the district were kept on alert and were briefed to act as rescue operations.

The patrolling was got conducted by SHOs, IC PPs, Ops Groups in their AORs to reach out to people and redress their problems.  The communication network in the entire district was kept alive to monitor the situation and pass it on to senior quarters. SP Doda with Deputy Commissioner, Doda and a Representation of Police physically supervised the road clearance operation and restoring of essential services on Doda –Bhaderwah road, Doda-Assar Road, Doda-Gandoh road and Doda-Bhagwa –Bemina road respectively.

Terror mail from Kishtwar

NIA team joins probe, cafe sealed
Terror mail traced to Kishtwar; 5 detained

An e-mail sent to media houses in New Delhi by the Harkat-ul-Jehad Islami (HuJI) claiming responsibility for yesterday’s blast outside Delhi High Court in which 13 persons were killed and 76 others were injured has been traced to a cyber café in Kishtwar town.

Police have sealed ‘Global Internet Café’, located at Malik Market, Shaheedhi Road few yards away from the Deputy Commissioner’s office and police station in the heart of Kishtwar town without maintenance of any record and registration. Police, which was joined by a two member NIA team tonight besides cyber and Forensic experts, has seized all computers, CPUs, discs and other relevant material from the café and detained five persons including two students of Government Degree College, Kishtwar, two owners of the café, both of whom were brothers, and one of their employee for questioning.

The e-mail account (harkat-uljihadi2011@gmail.com) had been generated from Terminal No. 2 of the cyber café, which had a total of six Terminals, at around 12 noon yesterday, which was used for sending e-mail to two English television channels claiming responsibility for the blast, police sources from Kishtwar said following day long hectic investigations in the case after getting a tip off from the National Investigating Agency (NIA), which was yesterday entrusted with investigations of the blast case, that Kishtwar was origin of the e-mail.

Incidentally, an IPS officer of Jammu and Kashmir cadre, Mukesh Singh, DIG, who had served as SSP Jammu and Poonch before proceeding on Central deputation, has been made Incharge of the investigations by the NIA. Mr Singh had recently returned from the United States after three months course with Federal Bureau of Investigations (FBI).

A two member NIA team headed by another Jammu and Kashmir Police (JKP) officer, Shiv Kumar Sharma, former SP Katra and Additional SP Samba, reached here from New Delhi this afternoon and straightway left for Kishtwar to join investigations of the case. The team reached Kishtwar at 10 pm and met senior police officers conducting investigations. Both sides exchanged the inputs available with them about the e-mail and other possible terror links of Kishtwar to yesterday’s blast outside Delhi High Court.

Police was preparing sketch of the HuJI man, who has sent terror mail, with the help of detained persons. Police was quizzing cafe owners as an attempt had been made to format the computer from which mail was sent in a bid to destroy the data. The sketch was likely to be made by tomorrow after which a hunt would be launched to nab the accused who was stated to be in the age group of 18-20 years.

Though police here claimed a long back that HuJI outfit had been wiped out from Kishtwar, today they didn’t rule out that the outfit might have managed to revive itself by recruiting some Over Ground Workers (OGWs) though there was no active OGW in police record.

Five persons, who have been detained by Kishtwar police for questioning in connection with the e-mail, included Imran Hussain Sheikh, 20, son of Mohammad Ashraf Mali R/o Peth, Kishtwar, a Part Final student of Degree College, Kishtwar, Ashiq Hussain of Doda, a Part First student of Degree College, Kishtwar, Mehmood Khwaja and Khalid Hussain, both brothers and sons of Aziz Din R/o Kishtwar town, the owners of Global Internet Café and Ashwani Kumar, another resident of Kishtwar, who was an employee at the café. A special police team has been constituted to investigate the case alongwith NIA.

According to police sources, the college students were detained following questioning of the café employee, who confirmed that both Imran Hussain Sheikh and Ashiq Hussain had used the Internet around noon yesterday. However, there were several other persons also, who had used the net at the café at the time when the account had been generated and e-mail sent to media houses claiming responsibility for the blast.

Sources said the café owner had not maintained any proper record of the visitors including their names, parentage, addresses etc. The cyber café hadn’t even been registered and it was being run on a broadband connection obtained for residential purposes.

Ashwani Kumar, who was present at the cyber café yesterday noon, has reportedly told police that Imran Hussain Sheikh was sitting at Terminal No. 3 of the café, which had a total of six Terminals, each of them equipped with a computer. However, the investigations revealed that e-mail account on the name of Harkat-ul-Jihadi had been generated from Terminal No. 2 from which the mail had been sent.

Besides Imran and Ashiq, other persons who had used the net are also being traced but the investigating agencies were finding the task difficult in the absence of any record maintained by the cyber café.

The unregistered cyber café, which was not keeping any record of net users in militancy-infested district, was being run yards away from Kishtwar police station and the Deputy Commissioner’s office, sources said.

Besides senior police officers, cyber experts within the Police Department and Forensic teams have also joined investigations. All computers, CPUs, discs and other relevant material have been seized from the cyber café. The café has been sealed. The cyber and Forensic experts were examining available record of the computers and discs.

They added that in addition to e-mail, police was also investigating whether there was any other terror link of Kishtwar or any other district of the State with yesterday’s blast outside Delhi High Court. Such a possibility can’t be ruled out as Kishtwar borders Anantnag district of Kashmir valley from where it was possible to smuggle explosives.

However, police officers said investigations were at a very preliminary stage and nothing can be said about Kishtwar’s terror link to Delhi blast. They confirmed that Kishtwar was origin of the e-mail sent to two national English news channels in which the HuJI had claimed responsibility of the blast.

The mail reads: "we own the responsibility of today’s blast at the High Court, Delhi. Our demand is that Afzal Guru’s death sentence should be repealed immediately as we would target major High Courts and the Supreme Court of India’’. Guru, a Kashmiri, is on death row in Parliament terror attack. The Union Home Ministry had recently recommended to President Pratibha Patil for rejection of clemency petition of Guru.

Police and NIA were working on three-four angles including verification of authenticity of e-mail, association of mail sender with HuJI, whether the mail was a ‘diversionary tactics’ used by the militants and links of blast perpetrators in Kishtwar.

Earlier also, a top HuJI commander Bashir Ahmed alias Sabba Hijaji was found involved in Varanasi serial blasts of January 2007. The HuJI was wiped out in 2009 with the killing of its last surviving militant Amin Khan. Prior to him, another HuJI commander Sher Khan had surrendered.

It may be mentioned here that after 13/7 serial blasts in Mumbai, the Indian Mujahideen had sent an e-mail from Kerala claiming responsibility for the terror attack.

Sources said the HuJI outfit was claimed to have been liquidated more than two years back. However, according to sources, the tracing of HuJI e-mail’s origin to Kishtwar and possibility of terror link to Delhi High Court blast has cast a shadow on police claim.

The new development has indicated that the militant groups could be regrouping and reviving themselves. The presence of OGWs also remained there.

The HuJI outfit, it may be mentioned, had dominated Kishtwar, for more than one and a half decade till police claimed that the outfit had been wiped out about two years back. In fact, Kishtwar was known as headquarter of the HuJI in Jammu and Kashmir.

Delhi Police has in the past arrested several HuJI militants from the national capital.

HuJI leader Muzaffer Ahmed Illahi Daanger alias Suhail Faisal, a resident of Kishtwar, was arrested in conenction with the November 23, 2007 serial blasts in courts in three cities Lucknow, Varanasi and Faizabad in UP that killed 13 people.

A man was also detained at the Srinagar airport in connection with the Delhi blast probe on his return from New Delhi following an input received from a Defence Intelligence Agency about a conversation he had made on September 5.

Sources said that a person, resident of Qamarwari in outskirts of the city, was stopped at the airport following a direction from the national capital.

The man had spoken to his brother in the national capital and stated that the work would be done by 11 AM on September 7 and that he was reaching on September 6 and returning on September 8 after finishing the work, the sources said.

They said the conversation was picked up by a Defence Intelligence Agency, which informed the Central Security agencies after the Delhi High Court blast yesterday.

The man has been extensively questioned by the security agencies on his arrival here and his details were being verified, the sources said, adding prima facie it seems that he had no role in the blasts.

IGP Kashmir SM Sahai, when approached by the Excelsior, said the man didn't appear to be linked to Delhi blast. However, he was being quizzed.

Chief Minister Omar Abdullah said investigation into the e-mail claiming responsibility for the Delhi High Court blast, which has been traced to Kishtwar district of the State, is in an "advanced stage".

"I am not in a position to share any details with you, other than the fact that various leads have been shared with us and we are in advanced stage of investigating those leads," Omar said on the sidelines of a function in Srinagar.

The Chief Minister was replying to a question about the email allegedly sent by the Harkat-ul-Jehadi-Islami (HuJI), traced to Kishtwar district of Jammu division, in which the militant group claimed responsibility for the Delhi attack.

Asked if there was a link between the bomb blast in New Delhi and militancy in Kashmir, Omar said it will be premature to "reject or accept this premise".

"Obviously certain leads have been shared. Investigations are ongoing. We will share our findings with the NIA and they will then decide how to take it further," the Chief Minister said.

Omar said the nation demanded answers from those responsible for the security as to who was behind the attack.

"The nation demands answers and it is the responsibility of those who are tasked with protecting this country that they must provide the answers as to who was responsible for this and what can be done to ensure that attacks like these do not succeed in the future," he said.

PTI adds from New Delhi:-

Another mail was received by media houses in Mumbai and Delhi purportedly written by "Chotoo" of Indian Mujahideen who claimed responsibility for the Delhi High Court blasts and warned that another blast will take place at a shopping mall.

The mail sent from "chotoominani5@gmail.com" was received at 12.37 PM claiming that Harkat-ul-Jehadi Islami had no role to play in the blasts and it was done by the Indian Mujahideen.

The mail also reasoned that they had chosen Wednesday as the day of the blast as it was the busy day for the High Court and there is a lot of crowd. The Delhi High Court hears Public Interest Litigation on Wednesday. The mail claimed that another blast will take place at a shopping mall.

"We are examining the email received by the media houses..About its authenticity and veracity and (we are) taking it seriously," Secretary (Internal Security) in the Union Home Ministry U K Bansal told reporters.

Security agencies including National Investigation Agency (NIA) are looking into the mail but serious apprehensions were being raised whether this was a genuine mail or a prank being played by somebody.

Sources said as of now nothing was being left to chance and the origin of the mail was being ascertained and, if need be, the service provider Google would also be contacted.

However, the mail does not resemble the earlier mails sent by Indian Mujahdieen which has claimed responsibilities for blasts in Varanasi and Delhi.

In Patna, a man who was arrested on charges of using a stolen ATM card, is being interrogated by the joint team led by NIA in connection with the blast probe.

Power shut down on Sept 10

In order to carry out rectification of weak points and replacement of worn-out jumpers/droppers etc besides routine/preventive maintenance at the grid station, the shutdown of 132 KV switch yard of 220/132/33 KV Grid Station Udhampur would be affected on the September 10 from 0600 hours to 1200 hour.

The power supply to Udhampur, Army, Ramnagar,Chenani, Airforce, Kishtwar, Doda, Ramban, Thethar, Muller, Wanpoh, Chanderkote and Chenani shall remain affected during this time.

Sapphire smugglers

Sapphire smugglers gang busted, cop among 4 held


Kishtwar police today arrested a gang of smugglers in the state of blue sapphire and more appreciated arrested four of its members, including a police officer. Since taking office, 129 pieces of gems worth several hundreds of thousands of rupees were also recovered. 

Giving details, a police spokesman said that on the basis of specific information about smuggling remains Scarves sapphire mines, Kishtwar police launched an investigation quietly a few days ago for details about the traffickers involved in the looting of precious stones in the recent years. 

During the investigation, police learned that a Jeevan Singh, son of Mohan Lal Thakur, a resident of the scarf Affan, a police officer new recruits in the eighth Battalion currently published in Shopian IRP was the head of a trafficking gang involved in looting of the treasures of the mines blue bandana. 

As a result, their activities and the cell were monitored to obtain information about people agree with him the crime of smuggling of sapphire. As a result of significant evidence against the police, who was on leave, the police intercepted him along with three other people near the town of Kishtwar when traveling in a Maruti Alto car from scarves to Jammu. 

The four people were subject to registration for a special team of policemen led by dyspnea See, Kishtwar, and SI Anayat Abrar Hussain Chowdhary, InCharge SHO Kishtwar police station under the direct supervision of the SP Kishtwar, Bhim Sen everything. 

From the possession of four people, police recovered 129 pieces of sapphire crystal (74,860 grams) worth several hundred thousand rupees. Therefore, all were arrested along with relevant sections of the law. 

The other defendants were identified as Vinod Kumar, son of Gauri Lal Parihar, a resident of tissues kundal, Surjit Singh, son of Wazir Chand Thakur, a resident of the scarf Affan and Resh Kumar, son of Krishan Chand Thakur, a resident of kundal scarf. 

Police also recovered a number of vital documents such as business cards and letter pads gemstone cutters across the country in which the band would offer sapphire smuggling. 

Mobile phones seized by police from the accused were found containing the contact numbers of high-level traffickers out of state and photographs of different types of scarf sapphire, the spokesman said. 

A case under Article 5.4 of J & K Sapphire instrument recorded against them and launched further investigations, said the spokesman, did not rule out the possibility of more arrests and recovery of a wider dissemination of the smugglers arrested.
