Kargil Zanaskar road reopens after about 5 months


The Kargil-Zanaskar road in Ladakh region reopened today after remaining closed due to snowfall during winter months. Officer on Special Duty (OSD) Aamir Ali in the office of Divisional Commissioner Kashmir said the road was put through, which connects Zanaskar with its district headquarters Kargil, a border town on Srinagar-Leh national highway.

The local administration has deployed sophisticated machines and men to work to clear the snow on the road which was closed in December last year due to heavy snowfall.

Snow clearance operation was going on the Srinagar-Leh highway which was also closed for traffic since December 1 last year due to heavy snowfall at Zojila pass.

The BEACON authorities have almost cleared the snow on the highway.

The road will be reopened for civilian traffic later this month.

Mineral water bottles banned in Leh


To give a final touch to the Council's decision to impose ban on importing mineral water bottles in Leh district and to find alternative solutions to meet out the drinking water requirement in coming tourist season, a meeting of the stakeholders was held under the chairmanship of Chief Executive Councilor, LAHDC, Leh Rigzin Spalbar here today.

Reiterating Council's decision to ban mineral water bottles from current tourist season, the Chief Executive Councilor, said that no individual interest or issues will be taken into consideration in implementing the decision successfully . He said that the dual objective of this decision is to make Ladakh region free from empty mineral water which is becoming one of the main source of polluting substance for fragile ecosystem of Ladakh region. The other purpose of this initiative was to provide employment opportunities to the unemployed youths of Leh by establishing Mineral Water Plants by their own.

Elaborating the Council decisions taken three months took, the CEC, informed the meeting that from the current tourist season the mineral water dealers are allowed to supply 20 Ltrs mineral water bottles. Mr. Spalbar directed Administrator Municipality, Leh Tsering Murup to fix a minimum criteria for the locals who would come up for supply of drinking water to the consumers so that quality of the water could be maintained.

The CEC urged upon the stakeholders to support the NGO like PAGIR in establishing plant for preparation and supply of drinking water to the consumers which would help to boost the economic condition of the NGO which works for upliftment of the physically challenged persons in this region.

The meeting was attended by ADC, Leh / Administrator Municipality, Leh Tsering Murup, J&K Entrepreneurship Development Institute, Leh Dorjey Angchok, President Hotel Association Leh , Joint Secretary, ALTOA, Leh, President PAGIR, Mohd Iqhal and owners of Mineral Water Plants in Leh.

LAHDC allots 1499 kanal land to SKUAST

A meeting of Executive Councilors was held under the chairmanship of Chief Executive Councilor, LAHDC, Rigzin Spalbar.

In the meeting, it was resolved that 1499 kanal of land will be allotted to SKUAST for the establishment of Kirshi Vigayan Kendra at Nyoma for development of agriculture and pasture land. The meeting also regularized households of Ibex Colony, Leh and 461 households of Leh area, which was the long pending case.

For construction of Degree College at Nubra Diskit, the council allotted 150 kanal of land at Diskit. The council also allotted 99 kanal of land for construction of Inter State Bus Terminal near Housing Colony, TCP.

The executive meeting gave approval for declaring holiday on 15 day of first Tibetan month and also revived the decisions taken in the last EC’s meeting.

Highway through for one way

Despite snow and rain one-way traffic continues on the 300-km-long Srinagar-Jammu national highway, the only road connecting the Kashmir valley with the rest of the country.

Official sources said hundreds of vehicles, including those carrying passengers and empty trucks, gas and oil tankers left Srinagar and other parts of the Kashmir valley this morning for Jammu. However, no vehicle was allowed from Jammu today.

The one-way traffic continued on the highway for the past two weeks after heavy snowfall triggered landslides and shooting stones, killing 11 persons, including four members of a family.

Two way traffic will be allowed only after receiving green signal from the BRO, traffic and police officials posted at different places on the highway,said.

Despite one-way traffic, there was traffic jam for several

hours from Zig to Jawhar tunnel, a passenger told UNI over Phone.

He said there was fresh snowfall and rains on the highway but vehicles were moving towards Jammu.

However, sources said there is a danger of landslides and shooting stones because of snow and rains on the highway, particularly in the Jawahar tunnel, Shaitan Nallah, Ramsu and Penthal area.

The highway remained closed for most period of January and this month due to snowfall, avalanches and slippery road condition, resulting in shortage of essentials, particularly cooking gas in the valley.

Meanwhile, the Ladakh region remained cut off from the rest of the state since December 1 last year when Zojila pass was closed for six winter months due to snowfall. The centre and state governments have approved to construct a tunnel at Zojila to make it all weather road.

Dozens of far flung and remote villages, including those near the Line of Control (LoC) also remained cut off from their respective district headquarters due to closure of the Sadhna and Razdan passes in north Kashmir.

Coldest month since 1995

This has been the coldest winter since 1995 as far as the month of January is concerned but there is going to be a little bit respite from the continuous rains and snowfall till the 23rd of this month as predicted by the Meteorological department.

In comparison with last year from January 13 onwards, the mercury is witnessing a slight downward trend this year both in maximum and minimum temperatures. On January 14, 2010, the minimum temperature was 9.5 degrees Celsius, while the minimum temperature this year on January 14 dipped to 5.9 degrees Celsius. Moreover, the maximum temperature during the same period from January 13 onwards in comparison with last year is also on the lower side by a few degrees.

The Meteorological department has predicted that for the next four- five days, the day temperature may rise marginally but there will be a further dip in the minimum temperature.

For the next 4-5 days, it will be sunny in the Ladakh region but Jammu and Kashmir regions will remain cloudy.

Losar Festival Welcomes New Year

Fighting the biting cold, over thousand Ladakhi students today thronged the celebrations of Losar-a traditional festival, the Ladakhi way of welcoming the New Year with dominating Tibetan and Buddhist overtones.

An impressive colourful programme in this connection was organized by All Ladakh Students Association Jammu (ALSAJ) at Bhagwati Nagar. Nawang Rigzin Jora, Minister for Tourism and Culture was the chief guest on the occasion while Rigzin Spalbar, CEC, LAHCD was guest of the honour.

On the occasion, the students presented a colourful traditional programme depicting the rich cultural ethos of the region. The presentations mesmerized the audience winning great applause from one and all.

Nawang Rigzin Jora greeted people, especially the Buddhist community on the eve of Losar. He highlighted the rich traditions of amity and brotherhood prevailing in Ladakh region. 

Jora advised the students to take full benefit of congenial academic atmosphere and achieve excellence in their streams of interest. He said "Youth are the future builders of a nation and they have to prepare themselves fully to face the future challenges". 

Rabgias, President ALSAJ in his address thanked all the dignitaries, participants and spectators present on the occasion. Rabgias also presented a charter of demands to the Minister which included opening of University, JKPSC Nodal Cell and JKSSRB at Leh.

Earlier, the function commenced with the lighting of the traditional lamp by the Minister and other dignitaries. 
Narbo Gulsan, MLC Leh; Robin Singh Mehta, Director Tourism, Jammu; Director General Fisheries besides a large number of Ladakhi students, social, political activists of the region and prominent citizens were present on the occasion.

J&K festival at New Delhi

Union Minister Farooq Abdullah  today took a dig at his son and Jammu and Kashmir Chief  Minister, Omar Abdullah, for speaking in English at a  function here saying that although he (Dr Abdullah) was   married to an English lady, he was not married to English  language.

Both father and son duo were speaking at the opening of a three-day cultural festival of Jammu and Kashmir here.
Omar Abdullah, who inaugurated the festival, spoke in English inviting people to visit his state. Dr Abdullah, who spoke after his son, addressed the gathering in Hindi.

"It was very nice to hear my son (Chief Minister Omar). But I must say that although I am married to an English lady, I am not married to English language," he said amid laughter. Farooq  Abdullah, a former chief minister of Jammu and Kashmir, while praising Kashmiri language, said no language could match its finesse.

While inviting people to visit the state, Dr Abdullah said the situation had now changed and things were looking up.
The Governor N. N. Vohra and the Chief Minister, Omar Abdullah jointly inaugurated the 3-day festival of Jammu and Kashmir at India International Centre, here this evening to show case State's rich cultural diversity.

Speaking on the occasion, the Governor emphasized the need for preservation and effective showcasing of the rich cultural heritage of the Jammu and Kashmir for which it has been known since centauries. "We should focus on reviving and strengthening our glorious pluralistic cultural traditions and heritage and work towards making India a strong and a vibrant nation", he added.

Mr. Vohra said "our's is a multi-religious, multi-lingual and multi-cultural country and this unique aspect has been the greatest strength of our country".

Addressing the jam packed audience at IIC the Chief Minister said that this event has provided a very useful opportunity to the artists from various parts of the State for coming together and showcasing cultural heritage of various areas, adding that it would go a long way in further strengthening our cultural unity.

He said that the showcasing of this festival would on one hand showcase the State's rich cultural diversity and on the other promote tourism in the State. "Unfortunately the State is being viewed through the prism of security environment and its positivity in many form including culture, heritage, amity and secular fabric are not receiving the mush sought focus", he said, adding that the need of hour is to view the State from positive angles.

Omar said that violence in the state has reduced to a greater degree at present as compared to the last two decades. He said successful conduct of Panchayati elections and in-flow of a record number of tourist in the State shows that peace is rooting fast and the State is emerging on the tourism map once again.

The Chief Minister said that Jammu and Kashmir State has a unique blend of multifaceted cultures making it a fine example of unity in diversity. He said that festival would provide an opportunity to the people to see and feel the multi-lingual, multi-cultural and multi- ethnic facets of the state with three divergent socio-cultural and geographical regions namely Jammu, Kashmir and Ladakh.

Union Minster for New and Renewable Energy Dr Farooq Abdullah also addressed the audience and invited the people from other parts of the State to visit Jammu and Kashmir and relish its scenic beauty, rich cultural heritage and communal harmony. He also complemented the State Government for successful conduct of Panchayat election in the State.

The festival is marked with the art and photo exhibition, screening of films by Information Department, seminars on cultural heritage and environment of the State, mushaira, folk dances, theatre performances traditional songs and dances, demonstration by artisans, Sufiana Kalams and Ladakhi mask dances.

As part of the festival, the Governor and the Chief Minister also inaugurated the Art Exhibition at the Art Gallery of the IIC. The art exhibition has been organized by the Jammu and Kashmir Academy of the Art Culture and Languages.

President IIC, M.G.K. Menon presented welcome address on the occasion.

Among others First Lady Usha Vohra, Chairman, Legislative Council Amrit Malhotra, Minister for Tourism and Culture, Nawang Rigzin Jora, Minister of State for Tourism, Nasir Aslam Wani, Member Parliament Dr. Mehboob Beig Commissioner/Secretary, Finance, Sudhanshu Pandey, Commissioner/Secretary, Tourism, Atal Dulloo, and other senior officers of the State were present on the occasion.

Poor relief work in flood hit Ladakh

Ladakh MP Hassan Khan has lamented that even after a year, since cloud bursts hit Leh, the region was still awaiting relief and rehabilitation. He also took exception to remarks of some officials, who have said that the devastation was exaggerated. He demanded release of projected and promised funds to attend to the damaged infrastructure and affected populace.Addressing media here, he said that soon after the flash floods in August 2010, both the Centre and State governments had announced relief, restoration and rehabilitation packages to affected people. But, surprisingly the funds meant for publicly announced relief and restoration measures were not being released even after more than a year. He said already working season has ended in the cold region and restoration works would have to wait now again till April next year.

Already two working seasons of 2010 and 2011 have gone into waste due to paucity of funds.The MP was amazed that despite Central and State governments including the Planning Commission conducting several joint inspections of devastation, there was no initiative for a comprehensive restoration and rehabilitation. He noted that an action taken on the final report submitted to the Ministry of Home Affairs by the State government was also still awaiting.

World Tourism Day in jammu kashmir ladakh

ASI celebrates World Tourism Day
Archaeological Survey of India (ASI) celebrated World Tourism Day at Akhnoor under the theme "Tourism Linking Cultures, an opportunity to highlight Tourism’s role in bringing the cultures of the world together and promoting global understanding through travel". Students from schools and colleges and local public were present during the celebration.

On the occasion, Sushma Chauhan, Sub Divisional Magistrate, Akhnoor, was the chief guest who inaugurated a photo exhibition at Akhnoor Fort.

The students from various schools presented colourful cultural programmes and mesmerized the gathering with their performances.

Speaking on the occasion, YK Kanotra, Deputy Superintending Archaeological Chemist, ASI, appealed the general public especially young generation regarding role of tourism and culture heritage and also to preserve rich heritage and save the same for the next generation.

HK Gupta, Assistant Superintending Archaeological Chemist, ASI and KCS Mehta presented awards to the students of Army Public School and Anubha Singh Rawal, Headmistress.

At last, HK Gupta presented vote of thanks.

NITS Polytechnic celebrates World Tourism Day

The Department Tour and Travel, NITS Polytechnic, Indira Nagar today celebrated the World Tourism Day by organising cultural show and highlighted the relevance of Tourism Day.

Inder Puneet Singh Johar, Director, Holidaywallas, was the chief guest while Director NITS Polytechnic, Er Savinder Gupta presided over the function. Nidhi Pathania Dutta, Research Scholar, SHTM, University of Jammu was the guest of honour on the occasion.

Students presented cultural items included folk dances, songs, play, etc on various themes of tourism promotion and its relevance. They also delivered speeches to aware youth about tourism industry, its scope and role in the promotion of economy of State.

While speaking, Mr Puneet shared his experience of tourism industry with students and advised them to know more and more about tourist places in Jammu and Kashmir for its promotion at national and international level. He also stressed upon the students to choose tourism industry as it has vast scope in the present era.

Er Savinder lauded the efforts of Department for organising such wonderful informative programme and advised the students to take benefits of such functions.

Research Scholar Nidhi also boosted the morale of students by giving data about growth of tourism industry in recent years.

Earlier, Priyanka Sharma, welcomed the guests while Tarun Mehta gave the vote of thanks.

Hotel and Restaurant Association also organised function on World Tourism Day at Government Girls High School, Katra.

Additional SP Katra Mohan Lal was chief guest.

While speaking, he said highlighted about the tourism sector and appealed the youth community to know more about tourism industry and its scope.

Students also delivered speeches on "Tourist Places in Jammu and Kashmir and their significance" on the occasion.

Various Govt, private institutions celebrate Teachers’ Day

Various Government schools and private institutions celebrated "Teachers'' Day" with zeal and enthusiasm. Students presented cultural programme based on the life of Teachers' and also acted as Teachers' and took up classes.

Government Degree College, Akhnoor celebrated "Teachers' Day" in which students and Teachers' paid rich tributes to Dr Radhakrishnan. Student speakers in their speeches threw light on the life and teachings Radhakrishnan. Addressing the gathering, Dr Kaushal Smotra, Principal applauded the importance of the day and also added that Teachers' play a vital role in shaping the career of students.

Dogra Law College, Bari Brahmana celebrated "Teachers' Day" with zeal and great fervour. On the occasion Prof MR Puri, Former Vice Chancellor, Jammu University along with Prof PN Kotru, former Head Department of Physics, Gulchain Singh Charak, Chairman, Dogra Educational Trust, Sohail Qazmi, general secretary, Press Club, Prof VK Kapoor, Director cum Principal, Dogra Law College were present. Speakers threw light on the life and principles of Dr Radhakrishnan and impressed upon the students to follow the path of honesty and work with dedication to achieve their desired goals.

Gandhi Memorial College of Education, Raipur, Bantalab, celebrated "Teachers' Day" with zeal and enthusiasm. On the occasion, Anil Dhar, president, Hindu Education Society along with other members of the society, Teachers' and students paid rich tributes to Dr Radhakrishnan. Speaking on the occasion, Anil Dhar threw light on the life and teachings of Dr Radhakrishnan and stressed upon the students to work honestly and with with dedication to achieve their desired goals.

The Government G L Dogra Memorial Degree College, Hiranagar, organsied seminar on Role of Teachers' in the 21st Century" to mark the occasion of Teachers’ Day. Dr A K Malhotra, Principal of Government Degree College (Women), Kathua was the chief guest during the programme. Students threw light on the topic and emphasized that there is need of change in teaching methodology by keeping in view the IT section. Principal Dr Nater Singh Raina stressed upon the importance of cordial atmosphere on teacher-student relationship. Monika Sharma, Deepika Jasrotia and Ronika Sharma were adjudged as first, second and third respectively in the contest.

The Government Higher Secondary School, Chowki Choura, celebrated the Teachers' Day with great pomp and show. Principal A K Tickoo highlighted the importance of Day and exhorted the students to excel in academics and other spheres of life. He also advised the students to follow the preaching of great leaders especially great scholar and academician Dr S Radhakrishnan. Students actively participated in cultural activities.

Teachers' Day was also celebrated with zeal and enthusiasm at Government Hari Singh Higher Secondary School, Idgah Road, Jammu to commemorate the birth anniversary of Dr S Radhakrishnan, former president and renowned philosopher and educationist. Various speakers highlighted the importance of Day and threw light on the contributed of Dr S Radhakrishnan. MLA Jammu East Ashok Khajuria was the chief on the occasion. He highlighted the importance of Teachers' in the life of students and advised them to become role model for the society by nourishing the next generation. Principal Suresh Chander Verma, Saravdavan Sharma, Govind Sharma also spoke on the occasion. Sweets, books and prizes were also distributed among students on the occasion.

The Government Higher Secondary School, Ramnagar, also celebrated Teachers' Day by organising symposium on "Modern Standard of Teaching and its comparison with Past". Students highlighted various important issues about standard of teaching while speaking on the topic. Principal Varinder Sharma also spoke on the topic and highlighted the importance of Day.

The Government Higher Secondary School, Jandorer, organised symposium on the eve of Teachers' Day. Students actively participated in contest and delivered on the contribution of great academician Dr S Radhakrishan in the field of education. Vice Principal Rash Paul Singh in his address spoke about the importance of Day and exhorted upon the students to work hard for making county great and strong.

"Teachers' Day" was celebrated at Government Higher Secondary School, Panthal, Reasi with great pomp and show. On the occasion students acted as Teachers' and took up the classes. While speaking Sunil Nanda, Principal highlighted the teachings of Dr Radhakrishnan and also threw light on the life of Dr Radhakrishnan. Students also performed cultural items and mesmerized the audience with their performances.

Government Higher Secondary School, Dudu Basantgarh celebrated "Teachers' Day" in which students along with their Teachers' paid rich tributes to Dr Radhakrishnan. Meanwhile a grand function was organised at Headquarter of Dudu Basantgarh Sub Division in which Amit Sharma, Sub Divisional Magistrate was the chief guest. In the function nearly 14 schools in and around Basantgarh participated. Addressing the gathering, Amit Sharma, threw light on the life and teachings of Dr Radhakrishnan. He impressed upon the students to work honestly and with dedication for the upliftment of the society.

Government Mixed Higher Secondary School, Roop Nagar celebrated "Teachers' Day" in which students along with their Teachers' paid rich tributes to Dr Radhakrishnan. On the occasion, painting and debate competition was organized in which students participated with enthusiasm. Addressing the gathering, A Razdan, Principal of the school threw light on the life and teachings of Dr Radhakrishnan and impressed upon the students to follow his principles.

Government Higher Secondary School, Panchari, Udhampur organized a function to celebrate "Teachers' Day" in which students and Teachers' paid rich tributes to Dr Radhakrishnan. Student speakers in their speeches threw light on the life of Dr Radhakrishnan. Speaking on the occasion, Manohar Lal, Principal of the school stressed upon the students to follow the teachings of Dr Radhakrishnan.

DBN, Mubarak Mandi celebrated "Teachers' Day" with zeal and enthusiasm. On the occasion, Suresh Sharma, Director Academics, Rajendra Kakkar, Manager, Indu Puri, Principal and Shubh Sharma, Headmaster along with other Teachers' and students paid rich tributes to Dr Radhakrishnan. Pupil Teachers' presented cultural programme and mesmerized the audience with their performances. While speaking Suresh Sharma threw light on the life and teachings of Dr Radhakrishnan.

SP Higher Secondary School and SP Smart Senior Secondary School, SARORE organized a function to celebrate "Teachers' Day" in which students and Teachers' participated with zeal and enthusiasm. On the occasion children presented various cultural prgramme and also participated in the essay writing competition. Addressing the gathering, Prabha Gupta, Principal encouraged the teaching fraternity to do their best in shaping the future of the children. INIFD celebrated "Teachers' Day" in which students and Teachers' paid rich tributes to Dr Radhakrishnan. On the occasion students presented cultural programme besides put up some programme for their Teachers'. Speaking on the occasion Vanita Thakur, Chairperson, impressed upon the Teachers' to do their best in shaping the future of the students and also threw light on the life and teachings of Dr Radhakrishnan.

Shakti Shiksha Kendra Higher Secondary School, Marh celebrated "Teachers' day" in which students and Teachers' participated with enthusiasm and zeal. Ladakh Festival begins


Calling upon the people to maintain cultural hospitality with the tourists, Minister for Tourism Nawang Rigzin Jora has said that tourists have contributed a lot to the economic growth of Ladakh region.

The Minister was addressing a gathering at Leh Polo-ground after inaugurating the fort-night long Ladakh Festival today.

The Minister said the main purpose of holding festival in September is to lengthen the tourist season in Ladakh, adding that it would support further promotion of tourism in the region and the result is already witnessing.

During the 15 days festival, typical and vivid traditional culture shows like mask dances, Thangka display, archery competition, River rafting, double humped camel riding, horse polo etc will be displayed not only in Leh city but also at the block level also to boost tourism and to educate the future generation about the unique culture and tradition for which Ladakh is known for.

The Chief Executive Councilor, LAHDC, Leh Rigzin Spalbar, Executive Councilor, Tourism Gurmet Dorjey, Executive Councilor Agriculture Sonam Dorjey, Councilors of Leh Hill Councilor, Deputy Commissioner Leh Tsering Angchok, heads of various political, religious and social organizations, district officers and larger number of foreign tourists and local audiences attended the inaugural function.

Extending gratitude to the foreign as well as domestic tourists for visiting Ladakh, Mr. Jora appealed them to fully involve and enjoy the cultural, spiritual and adventure experience of this region and bring back good memories of Ladakh.

Referring to the devastating flash flood that had claimed hundreds of human lives and public properties, the Minister appreciated the people of Ladakh for quickly coming out of the natural catastrophe and led a normal life. He appealed the people to maintain same zeal along with the tradition of mutual cooperation.

Highlighting the record arrival of tourists this year in Leh, Mr. Spalbar said that by August 15, as many as 1,41,000 tourists already arrived and the main challenge ahead to regulate the eco-system and to create adequate tourist infrastructure matching the uniqueness of this region. He said that Hill Council has already initiated measures for opening new trekking routes and preservation of important tourist spots in Ladakh, adding that LAHDC would concentrate upon percolating every possible benefit of tourists up to the grass root level.

Earlier the Executive Councillor Tourism Gurmet Dorjey welcomed the tourists and participants in Ladakh Festival. He highlighted the main objectives of the festival and appreciated the people for handing the tourist in good manner. A vivid culture programme was also shown on the occasion and one of the main attraction was the skit presented by the Nomadic children from Puga Valley residential school in Changthang region which was awarded a cash reward of Rs 50,000 by the Tourism Minister.

Later, Mr. Jora released a postal stamp on Shanti Stupa.

Motorbike expedition to Ladakh

Minister of State for Petroleum and Natural Gas R P N Singh today flagged off a motorbike expedition to Ladakh.

The expedition—Peaks of Friendship—is being sponsored by Indian Oil Corporation (IOC), the country’s largest oil marketing firm.

Speaking on the occasion, Mr Singh appreciated the efforts of the Pathfinders, the organisers, in embarking on an expedition which promises to make a difference to the people living in remote areas.

"The fact that Indian Oil, the leader in the downstream petroleum sector is sponsoring this expedition is a proof and an eloquent testimony to our commitment to people living in remote locations," the Minister said.

IOC has been sponsoring the expedition since the year 1995, IOC Chairman R S Butola said, adding it will continue to extend its support in the future as well.

IOC Director (HR) Sudhir Bhalla was also present at the flag off ceremony.

Union Power Minister inspects Alchi project

The Union Minister for Power KC Venugopal along with the Minister of State for Power and CAPD Shabir Ahmad Khan today visited 45 MW Alchi hydel project to carry out on the spot inspection of the prestigious power project.

Mr. Venugopal said that Alchi Hydel Station will have a unique position on completion as it is going to be world's highest altitude Power Station.He appreciated the NHPC management for taking the challenge of its construction in tough terrains and inhospitable weather.

Assuring full support of his Ministry in the successful completion of the project, he said the Alchi project on operation would be instrumental for economic growth of the region as it will cater to the varied energy needs of the consumers.

Shabir Ahmad Khan said that after completion of this project, both civilian and defense establishments will be benefitted in a big way, adding the project would ensure dependable power supply to the consumers as well as industrial concerns.

Khan said to sort out issues regarding laying of transmission line, diversion of river Indus and remaining mechanical works of the project, a meeting will be held at Srinagar shortly.

The Chief Engineer, NHPC, JK Sharma gave a power point presentation to the Ministers, highlighting the salient features of 45 MW Alchi hydel project. He said that this project will be commissioned by July 2012.

During their visit to Alchi Hydel Project, Mr. Venugopal also inaugurated a steel truss bridge having span of 60 meters over river Indus, which has been constructed to facilitate supply of construction material to Alchi Hydel project.

The Ministers also visited the world famous 1000 years old Alchi Monastery.

Annual Sindhu Darshan Yatra to be flagged off today

Over 350 yatris from different parts of the country have reached here to take part in three day long annual Sindhu darshan festival at the bank of river Sindhu in Leh township of Ladakh region beginning from June 23.

The Yatra is being organized by Sindhu Darshan Yatra Samiti and over 1000 yatris from different parts of the country are participating in it. This was stated by Murli Dhar Makheja, national president of the Samiti here this evening.

He said 100 yatris will reach here tomorrow and the first batch of the pilgrims will leave from Jammu to Leh on June 19 while the second batch will leave on June 20. They will be joined by over 400 yatris form State as well. Besides hundreds of yatris including some VIPs will directly reach Leh by air from different parts of country, he added.

The yatris will be given a civic reception here by J&K Branch of Sindhu Darshan Yatra Samiti. This is the 15th Yatra to be taken by the Samiti for Sindhu darshan this year after it was started by the former Deputy Prime Minister and BJPs Parliamentary Board chairman, L K Advani in 1997. The main objective of the yatra was to revive the ancient culture of Sindh and the historical and religious significance of the Sindhu river.

The Sindhu darshan festival will start on June 23 evening with a rally in which the gathering will stress on opening of Kailash Mansarovar route via Leh. The main function will be held on the bank of river Sindh on June 24 where besides the Sindhu Sanan (holy dip in river Sindhu), aarti and pooja will be held. This will be followed by a cultural programme at Playground Leh next day, said Ajay Kumar Bharti, of Sanaskar Bharti.

The Chief Minister of Uttarakhand Ramesh Pokhriyal will be the chief guest during the main function on June 24 while senior RSS leader Indresh Kumar who was the brain behind promotion of this Yatra over the years will also attend the programme. Among others Sadhani Sant, Vandhna Pathak, member of Sindhu Darshan National Coordination Committee, Delhi will also take part in the function.

J&K gets Rs 6600 cr plan

In a significant achievement for Chief Minister Omar Abdullah headed Government, the Planning Commission (PC) today approved the State’s annual plan at Rs 6600 crore and Prime Minister’s Re-construction Plan (PMRP) at Rs 1200 crore for current financial year of 2011-12. The amount was exactly the same, which had been asked for by the Government from the Commission.

"Had an excellent meeting at the Planning Commission. The State’s plan has been fixed at Rs 6600 crore and the PMRP at Rs 1200 crore’’, Mr Abdullah announced after a two hour long meeting with Deputy Chairman, Planning Commission, Montek Singh Ahluwalia, all Commission Members and its Secretary in New Delhi this evening.

"Very heartening to hear the all round praise and appreciation for the people of Jammu and Kashmir from the Planning Commission for their participation in the Panchayat elections’’, Omar said.

Finance Minister Abdul Rahim Rather, who had projected the State’s annual plan for 2011-12 in current financial year’s budget at Rs 6600 crore and PMRP at Rs 1200 crore, was present in the meeting along with top bureaucrats of the State including Chief Secretary Madhav Lal, Economic Advisor Jaleel Ahmed Khan, Principal Secretary to Chief Minister BB Vyas, who also holds the charge of Planning Department, Principal Secretary, Housing and Urban Development Department, Suresh Kumar and Commissioner/Secretary, Finance, Sudanshu Pandey among others. Union Minister of State for Planning Ashwani Kumar was also present in the meeting.

On the funds under Centrally Sponsored Schemes (CSS), the Planning Commission said it would be "more than Rs 500 crore’’ as asked by the State Government. However, a decision on formal approval of the funds under the CSS would be taken in the next few days.

In addition to CSS, the State this year would also become eligible for over Rs 400 crore, which had been blocked for past several years in the absence of Panchayats. The Planning Commission while strongly appreciating the State Government for holding Panchayat elections in the State after a long gap and a huge turnout by the electorates promised to get the blocked funds for the Panchayats released. The Commission hoped that the State would also set the process of Urban Local Bodies into motion after completion of Panchayat elections this month to get more funds.

In two hour long meeting with the Planning Commission in the Union capital that started at 3.30 pm, Omar Abdullah gave over half an hour long presentation on requirements of the State for current financial year. He said despite disturbed conditions in the Kashmir valley for some months last year, the State was able to spent 93 per cent of the highest ever plan amount of Rs 6000 crore during 2010-11.

This made a strong case for a 10 per cent step-up in current financial year’s annual plan, as projected by the State Government.

The Planning Commission agreed to 10 per cent hike in the plan and sanctioned Rs 6600 crore for the State for the current year. Similarly, it approved Rs 1200 crore for the State under the PMRP. The PMRP amount was same to the one granted to the State last year.

The State would have Rs 7800 crore under annual plan and PMRP for development works in the State this financial year besides the CSS amount and other funds available to the States from the Central Government including the funds directly available to Panchayats and Local Bodies.

Omar said the increase in plan allocation would help the State in its efforts to decentralize the financial powers to the local bodies.

"This, for us, is the year during which we hope to devolve the maximum amount of power to the grassroot. We conclude the Panchayat elections this month. We expect to have elections to the urban local bodies in the autumn of this year.

"So that by the end of this year, we have the third tier of the Government, not only in place but made fully functional as well," the CM said.

He said the railway link work was going on in the State.

"We hope that sometimes next year, the tunnel under Banihal Pass would be completed and therefore, Jammu will be joined to Kashmir...I think by joining tracks to Katra from Jammu will take a little longer time," Mr Abdullah said.

He said that the two-mega infrastructure projects on Jammu-Srinagar rail link and four-laning of Jammu-Srinagar national highways were in progress.

"The completion of this project would add enormously to the quality of connectivity between Kashmir valley and the rest of the country," Mr Abdullah said.

Mr Ahluwalia appreciated the efforts of the State Government towards improving the infrastructure and basic services. He said appreciable improvement has been noticed in health, education and drinking water sectors.

The Plan panel chief said that policy initiatives aimed at further improving public private partnership in the development of both physical and social infrastructure were needed. He pointed out that the infrastructure gaps could be bridged much faster with investor friendly approach.

"The successful elections to the Panchayats has been quiet outstanding...The Jammu and Kashmir Cabinet has approved the appointment of the State Finance Commission, which will carry through the next stage of actually devolving financial powers to the newly elected bodies.

"That’s an act of historic importance," Ahluwalia said after the meeting.

Abdullah asked the Centre to raise the issue of negative travel advisories issued by Western countries to boost tourism in the State.

He also sought introduction of an upper ceiling in airfares for flights to the State during the tourist season and demanded operationalisation of international flights from Srinagar airport.

According to a statement by the State Government on Abdullah's meeting with Planning Commission Deputy Chairman Montek Singh Ahluwalia today, the CM said tourism was a major economic activity which could become the vehicle of change.

"He pointed out that a number of difficulties are faced by the State Government and suggested withdrawal of negative advisories issued by Europe and America... Operationalisation of international flights from the Srinagar airport and commencement of morning-evening flights from Srinagar," it quoted Abdullah as saying during the meet held to finalise the plan allocation for Jammu and Kashmir for 2011-12.

Besides, the Chief Minister favoured opening of the Leh-Damchuk route for the Kailash Mansarovar Yatra and need for upper ceiling in airfares to the State to boost tourism.

He also hoped for larger tourists arrivals in the State on account of improved security situation during the peak tourist season.

"Year on year, unfortunately as a result of last year's trouble, we have seen about one lakh less tourists arrival this year than we did last year... Now that the season has stabilised, we hope that to continue," he told reporters after the meeting.

Asked about the security scenario in the State, Omar said "it's not something we talk about very much for obvious reasons because the mistake is often made of correlating tourism with normalcy."

"Tourism is actually one of those areas of the economy which puts money into the people's pockets and we are hoping that this season goes off well," the CM added.

According to official data, the State had received about 1.29 crore visitors in 2010.

Speaking about the matter, Union Minister of State for Parliamentary Affairs and Planning Ashwani Kumar said "this summer, as far as the flow of tourists is concerned and normalcy is concerned, it has been excellent (for J-K)".

During today's meeting with Ahluwalia, Omar suggested a series of initiatives to increase tourist inflow into the State.

A whopping amount of Rs. 900 crores has been earmarked to access the Central share of Rs 3400 crores also, Omar said.

The Chief Minister while thanking the Planning Commission for its continued support to development process in J&K stressed on timely release of funds ensuring time-bound implementation of schemes.

The Chief Minister raised a number of pressing concerns particularly release of funds for meeting the rehabilitation cost of the Dal dwellers amounting to Rs 356 crore and also requested for financing the Management Action Plan for the Wular lake. He also stressed on de-linking the release of withheld funds under JNNURM to achieve the specific benchmarks relating to urban reforms; as the State Government has already worked out a comprehensive roadmap for urban reforms and initiated a number of measures for its implementation.

Explaining that revitalization of the credit institutions was central to the development process, the Chief Minister sought financial assistance of Rs150 crore for rejuvenation of J&K State Financial Corporation in terms of recommendations of the Task Force and Committee headed by Dr. C. Rangarajan. He also requested release of Rs 100 crores Corpus Fund for Micro, Medium and Small Enterprises.

The Chief Minister strongly pleaded for the relaxation of norm of population of 100 per hamlet and distance 0.5 km for LT extension under RGGVY. He also sought full financing support under Rashtriya Krishi Vikas Yojna to give impetus to the agriculture sector.

Finance Minister Abdul Rahim Rather said the Planning Commission was apprised that the State Government has hired the services of an independent company—NABCONS for third party monitoring of development works in the State. Services of the Company have been hired in consultations with the Planning Commission, he said, adding the Company has a credible system of monitoring all development works to ensure that funds meant for the development are properly utilized.

The NABCONS has added more credibility to development works being carried out in the State, he said.

Mr Rather told the Planning Commission that tax revenue of the State has increased from Rs 2534 crore during 2009-10 to Rs 3371 crore in 2010-11 and was set to touch Rs 4200 crore during 2011-12. The Planning Commission appreciated expanding tax structure base of the State.

"We are fully satisfied with Rs 6600 crore worth plan and Rs 1200 crore worth PMRP sanctioned by the Planning Commission for the State for 2011-12. We have got what we had asked for. So there was no reason of not getting satisfied’’, the Finance Minister said, adding that the Planning Commission has assured the State that they would get "over Rs 500 crore’’ under the CSS but a formal announcement would be made in the next few days. The State had asked for Rs 500 crore under the CSS for current financial year.

While presenting annual budget for 2011-12 in the Legislative Assembly during budget session of the Legislature on March 7 had projected the State’s annual plan at Rs 6600 crore and PMRP at Rs 1200 crore.

Mr Rather said the State Government has already released 50 per cent of plan amount from its internal resources to the District Development Commissioners (DDCs) and asked them to go ahead with ongoing development works. However, the DDCs have been asked not to take up any new development work till the District Development Board (DDB) meetings are held and district plan is approved.

Out of Rs 6600 crore worth plan, the State would spent Rs 2320 crore on Social Services, Rs 946 crore on General Economic Services, Rs 931 crore on Transport sector, Rs 647 crore on General Services, Rs 472 crore on Energy, Rs 324 crore on Agriculture and Allied Activities, Rs 138 crore on Rural Development Department (RDD), Rs 364 crore on Special Area Programmes, Rs 300 crore on Irrigation and Flood Control, Rs 139 crore on Industry and Minerals, Rs 10 crore on Communications and Rs 4.5 crore on Science, Technology and Environment.

Of Rs 6600 crore worth plan, Rs 5422.25 crore would be for capital expenditure and Rs 1177.75 crore on revenue expenditure.

Out of Rs 1200 crore PMRP, Rs 358.51 crore would be utilized for strengthening Transmission and Distribution (T&D) network, Rs 191.29 crore on Mughal Road, Rs 120 crore for releasing second installment of Counter Part Fund to Asian Development Bank, Rs 14.70 crore for 10 more degree colleges, Rs 8.38 crore for five more ITIs, Rs 94.41 crore on construction of two room tenements for Kashmiri migrants, Rs 127 crore for acquisition of land under Prime Minister’s Grameen Sadak Yojana (PMGSY) roads and Rs 285.71 crore on rehabilitation of the oustees of Dal and Nigeen lakes.

Last year due to disturbances in the Valley, the State hadn’t been able to fully utilize Rs 1200 crore under the PMRP. The unspent amount has been adjusted in current year’s PMRP.

A series of rounds of inter-actions between the State Government officials with the Planning Commission have been held since January this year to give a detailed presentation of the State’s requirements for current financial year of 2011-12. Chief Secretary Madhav Lal and Economic Advisor to the Government, Jaleel Ahmed Khan, Principal Secretary to Chief Minister BB Vyas, who has been holding the charge of Planning, Commissioner/Secretary, Finance Sudanshu Pandey and other senior officers attended the meetings from the Government.

Administrative Secretaries of different departments have also given their detailed presentation to the Planning Commission. The meetings were held with Working Groups set up by the Planning Commission.

Sources said the State officials had been able to successfully project their case for a 10 per cent increase in this financial year’s annual plan over last fiscal year besides Rs 1200 crore under PMRP.

The State officials meetings with the Planning Commission were going on since January this year.

Prior to the meeting with the Planning Commission, the Chief Minister also had a detailed inter-action with Union Finance Minister Pranab Mukherjee during which economic scenario of the State was discussed.

KPC team visits Valley

A team of Kashmiri Pandit Conference (KPC) led by its national president Kundan Kashmiri visited Kashmir Valley to ascertain the problems of Hindu minorities there and also ascertain the condition of the religious places and temples of the community.

Mr Kashmiri met a cross section of the members of KP community still living in Valley and interacted with them on their day to day problems. He criticized the Government for its total failure in protecting the shrines and temples property in Valley and delaying the passage of Hindu Shrines and Relilgious Places Bill despite its promise.

He said that return of some youth for purpose of jobs can’t be taken as a ground for the return of the community as hostilities still continue though there is some change on the ground.

He reiterated the long pending demand of settlement of the community in a single place which is the only viable solution to the problems of the displaced people.

Besides consolidation rehabilitation, he demanded high level inquiry commission to probe genocide of the KPs, passage of KP Shrines and Religious Places Bill, action under law against the killers of the community, four constituencies in exile for KPs till their return to Valley, funds earmarked for migrants be exclusively spent for the welfare of the community, distress sale be declared null and void and release of remaining 50 percent ex-gratia.

Panchayat elections 14th phase

Even as nearly 99 per cent contestants in four blocks of Leh district were elected unopposed in 14th phase of Panchayat elections today, 67.3 per cent electorates exercised their right to franchise in the polls for nine blocks of three regions of the State to elect 166 Sarpanches and 597 Panches.

Nine blocks spread over all three regions of the State—Jammu, Kashmir and Ladakh—that went to polls today comprised 217 Sarpanch and 1486 Panch constituencies. However, 217 Sarpanches and 1486 Panches had been elected as unopposed while there were no contestants for two Sarpanch and 155 Panch segments.

Out of a total of 2.22 lakh votes, 1.49 lakh exercised their right to franchise in 14th phase of voting today.

Highest turnout of 90 per cent was reported from Kralpora block of Kupwara district where election was held for three Panchayats only while lowest voting percentage of 52.3 was recorded in Pampore block of Pulwama district.

Bhallesa block of Doda district accounted for 84.7 voting. Voting percentage in other blocks included Kalaroos, Kupwara (84), Shopian (63), Nobra (82.3), Panamik (72.4), Nyoma (72) and Durbuk (78).

Polling in Bhallesa block of Doda district passed off peacefully amidst tight security arrangements. People turned up in large number in far off and remote areas of Bhallesa to cast their votes.

Heavy turn-out was recorded even from the villages where threat of the militants once loomed large. Long queues of people were witnessed right from the morning at Gandoh proper, Chilli, Samara, Manch, Haddal, Kota, Kilotran, Bharti, Soti, Kaljugasar, Goha, Changa and other areas of Bhallesa block.

The polling and counting remained incident free.

Polling would conclude in Jammu region in 15th phase of elections on June 11 with elections in Bhaderwah in Doda district, Marwah, Dachchan and Inshan in Kishtwar district. Polling process has already been completed in eight blocks of 10 districts of Jammu region.

Immediately after the polling was completed, counting of the votes was taken up at all places. Majority of results had been declared by late tonight and the election process would be over by tomorrow morning.

Official sources said 13 out of 14 Sarpanches and 90 out of 92 Panches had been elected uncontested in Nobra block of Leh leaving only three constituencies for the election. Similarly, five out of six Sarpanches and 39 out of 40 Panches were elected unopposed in Panamik block of Leh district. Election in Panamik was held for only two segments.

In Nyoma block of Leh, nine Sarpanches from a total of 13 and 78 Panches from amongst 79 had been elected unanimously necessitating elections in five segments only while in Durbuk block of the same district six out of seven Sarpanches and 42 from 46 Panches were elected unopposed leading to polling only for five seats.

A total of 49 Sarpanches including one male and 734 Panches, 260 of them women, had been elected as unopposed.

In Shopian, seven Sarpanches had been elected unopposed while five Sarpanches won uncontested in Bhallesa block of Doda. Two Sarpanches were elected uncontested in Kalaroos and one each in Kralpora and Pampore.

Thirty-seven Panches were elected unopposed in Kalaroos, 17 in Kralpora, 52 in Pampore, 244 in Shopian and 135 in Bhallesa.

A highest number of 107 Panch constituencies went uncontested in Shopian block followed by 39 in Pampore in Pulwama. Two Sarpanch constituencies remained uncontested in Pampore. In Bhallesa also, three Panch segments went uncontested.

Out of a total of 20,306 votes, 17,057 exercised their right to franchise in Kalaroos block of Kupwara while 2349 votes were polled from a total of 2610 in Kralpora block of Kupwara district.

In Pampore block of Pulwama district, 24,307 from 46,458 votes were cast while in Shopian, 67,266 votes were polled from a total of 1.06 lakh.

In Nobra block of Leh, 706 votes were polled from a total of 857 while in Panamik block, 1123 votes were cast from 1551. In Nyoma block, 1215 people turned up for voting from a total of 1687 while in Durbuk block of Leh, 277 people exercised their right to franchise from 354.

In Bhallesa block of Doda district, 35,362 people exercised their right to franchise from 41,707.

Ban on liquor licenses in j&k
