894 cr power arrears due from Govt Deptts

Though Government is leaving no stone unturned to recover power dues from the common consumers of the electricity across the State yet the power arrears due from its various Departments, Corporations and Statutory Bodies have gone up to whopping Rs 894 crore and no mechanism has been worked out to clear this liability and prevent piling of arrears in future. Official figures provided in the Legislative Assembly by the Chief Minister, Omar Abdullah, who is also the Minister Incharge Power, revealed that power arrears to the tune of Rs 894 crore are due from the Government departments, Corporations and Statutory Bodies till ending February, 2011.

Of this whopping amount, Rs 311.58 crore arrears are outstanding against Government departments, Public Sector Undertakings, Army and other security forces in Kashmir valley and Rs 567.79 crore arrears are due from Government departments in Jammu region.

In Jammu division, Public Health Engineering Department is on the top of list of defaulting departments with its power arrears at Rs 315.41 crore followed by Relief Department, whose power arrears have been calculated at Rs 84.01 crore.

The Lift Irrigation, which is having Rs 44.93 crore outstanding against the Power Development Department, is the third major defaulter followed by the Municipal Committees, Notified Area Committees and Town Area Committees, which together have to pay Rs 41.22 crore arrears to the Power Development Department.

Among the Departments, which have more than Rs 10 crore outstanding against them as arrears include Medical Education Department (Rs 17.91 crore) and Estates Department (Rs 11.34 crore) while as the Department whose arrears are over Rs one crore include Police Department (Rs 6.24 crore), Education Department (Rs 8.28 crore), Director General Prisons (Rs 2.23 crore), Agriculture (Rs 2.59 crore), Forests (Rs 2.32 crore), Excise and Taxation (Rs 1.36 crore), Revenue Department Rs 2.47 crore), Rural Development Department (Rs 1.17 crore), Tourism (Rs 1.62 crore), Animal Husbandry (Rs 2.87 crore), Judicial (Rs 1.8 crore), JDA/UDA (Rs 2.48 crore) and Floriculture (Rs 2.19 crore).

Interestingly, Power Development Department is also in the list of defaulting departments with its arrears having been worked out at Rs 1.58 crore.

In Kashmir Division, Irrigation and Flood Control Department is on the top of list with its arrears having been piled up to Rs 173 crore followed by Public Health Engineering Department with Rs 28.54 crore arrears. The Health Department is at third place in the list of such departments with its arrears at Rs 21.13 crore.

The power arrears due from Army/ BSF and other security forces have been worked out at Rs 7.9 crore arrears, Hospitality and Protocol (Rs 13.74 crore arrears), Police Department (Rs 9.85 crore), Revenue Department (Rs 3.13 crore) and Tourism (Rs 2.94 crore) etc.

Notwithstanding such huge power arrears due from different departments, no mechanism has so far been evolved by the Government to clear the same once for all and ensure regular charging of power tariff from the Departments, Corporations and Statutory Bodies like common consumers.

What to talk of Government departments, even arrears are pending against the houses occupied by the Ministers from time to time despite the fact that a total of 1917364 KWH electricity was consumed in their bungalows till December 2010 during the current financial year.

Though 66742 connections, mostly of common masses were metered till ending December 2010 during the current financial year yet the Power Development Department didn’t pay any attention towards the bungalows of Ministers, which have not been fully metered so far thereby indicating that Power Development Department is only interested in metering the connections of common masses and realizing tariff from them by all possible means.

103 legislators are defaulters

Twenty-four sitting and former Legislators including Speaker of Legislative Assembly are among 103 defaulters of Estates Department while as an amount of over Rs 10 lakh is outstanding against 31 occupants of Estates accommodation including Member Parliament, Director General of Police and several other police and civil officers.

According to the information furnished to Legislative Assembly by the Minister Incharge Estates, there are a total of 103 defaulters of the Estates Department having an outstanding liability of more than Rs 10,000 and these include 24 sitting as well as former legislators including Speaker of the Legislative Assembly, Mohd Akbar Lone.

The list of defaulters also includes several political activists and senior officers of Jammu and Kashmir Tourism Development Corporation, Industries, Employment, Fisheries, Housing Board, Police, Law and other Departments of the State Government. Among the defaulters are also several journalists of national, regional and State newspapers and channels.

Tribute to Bhagat Singh

In a befitting tribute to Bahgat Singh whose was martyred on March 23, 1931, ‘Gagan Damama Bajyo’, a play on his life was staged by Natraj Natya Kunj at Abhinav Theatre, here today.

The eighth production of the ongoing festival today’s play directed by Abhishek Bharti and written by Piyush Mishra in 2002, based on Bhagat Singh’s life is an effort to remember the hero and propagate his revolutionary ideas among the people. The play becomes relevant especially when there is rampant corruption and moral degradation in the country.

Starting in 1965 in Delhi where BK Dutta, a comrade of Bhagat Singh in the Assembly bomb case is hospitalized, the story of the play then goes back to 1921, to come back to contemporary times in 1994 and ends in Kanpur where Shiv Verma, another comrade of Bhagat Singh is alive.

Providing an insight into Bhagat Singh’s thoughts, inspirations, perceptions and his resolves concerning the freedom struggle as well as stirring patriotic emotion in the audience, today’s performance was enacted in the backdrop of minimum sets.

Relying on combination of music and dance and visual effects relating to body theatre, the play designed as collage comprising of the important events of Bhagat Singh’s life, exhibited an almost perfect synchronization of chorus and transformations to individual characters, their movements, and the ease with which changeover from one scene to another was affected without much ado. Though appearing many a time loud and melodramatic, today’s presentation certainly provided a wholesome entertainment to spectators.

The director of the play Abhishek Bharti, who is pursuing doctorate in theatre from Punjab University, Chandigarh, certainly deserves praise for the way he has designed the overall production. The participation of such young and talented directors in annual drama festivals certainly augurs well for the future of theatre in Jammu.

Rohitshiv Sharma as Bhagat Singh, Raman Bakshi as Rajguru, Amandeep Sharma as Sukhdev, Arjun Bakshi as Battukeshwar Dut & Vakil, Aaditya Bahrti as Markand Trivedi & Jailor, Mukesh Bakshi as Ramprasad Verma & Shiv Verma—all gave good performance.

Other who also did justice to their respective roles were Deepak Singh Jamwal as Bhagwati Bhai, Himanshu as Chander Shekhar Azad, Abhishek Sharma as Gandhi and Judge, Kanav Sharma in three roles and Rakesh Dogra as Kishan Singh. The cast also included Tarsem Lal, Vijay Dubey, Tania Sharma, Meena, Niharika Sakshi, Garu Ram, Pawan Kumar and Priyanka.

Sets were designed by Kanwar Iqbal, lights by Kumar A Bahrti, make-up by Shammi Dhamir and Nidhi, costumes by Kamal Mohini. Songs were rendered by Surinder Singh Manhas, Nirbahy Singh Slathia, Monika Sharma, and choreography by Romit Sawhney.

Tomorrow Punjabi play ‘Maikoo Kaari Karendey’, by Balraj Sahni Punjabi Rangmanch would be presented.

Heavy rain in kashmir valley

Heavy intermittent rain and snow swept control of Kashmir on Saturday after authorities issued a flood warning at the top. incessant rain has forced the closure of the road between Srinagar and Jammu and delayed flights.

While the upper valley, including the world famous tourist resort Gulmarg snow has today received the levels of which were battered by incessant rains with occasional snow Srinagar in the afternoon. 

"It was snowing heavily here since early morning," said a hotel in Gulmarg. Fresh snow and rain have led to severe cold has to force people to wear warm clothes, wool and again.

He said the highest rainfall was recorded 17.6 mm of rain in Kokernag. "Low-pressure system is dominant over the valley and tomorrow will continue. The weather will improve on Monday," Director of the Department of Meteorology, said Sonam Lotus. 

Road closed 

The road between Srinagar and Jammu 300 km, the only road connecting Kashmir valley with the rest of the world closed to vehicular traffic this afternoon by landslides caused by incessant rain. Hundreds of vehicles for supplies, stranded on the road.

"The rain triggered landslides in several places. They are clearing the stranded vehicles," said Superintendent of Police, Traffic, GM Wadoo Great Kashmir.

Jammu Kashmir Panchayat polls from April 13-June 18

Today the Government set the ball rolling for the Panchayat elections and the Elections Department officially announced that the first phase of the elections of 16 will begin on 13 April. The last phase will take place June 18, while the panchayats would be June 30 this year. With the announcement of elections to be held in a non-Party, the Model Code of Conduct (MCC) came into force.

Shortly after the arrival of Prime Minister Omar Abdullah, in London, where he had gone to attend the last rites of his aunt, ordered the notice of the election. Initially, Law and Parliamentary Affairs Minister Ali Mohamed Sagar made an announcement in Parliament that the government established the Panchayat election process in motion.

Shortly thereafter, Chief Electoral Officer (CEO) BR Sharma and the Minister announced 16 stage timetable for the Panchayat elections.

The elections will be held April 13, 1917, 21, 25 and 30, May 4, 8, 12, 16, 21, 25 and 29 and 02 June, 6, 11 and 18.

Although the elections are held in a non-party, the model code of conduct (MCC) came into force from today throughout the state and that applies to all political parties including the ruling party, Mr. Sharma said and called on all political parties, candidates and government officials to adhere strictly to the MCC.

Panches sarpanches names and elected by the people must be notified no later than June 30, Mr. James, accompanied by Joint Deputy CEO and Director General Harcharan Puneet Sharma, Singh said.

A total of 50.68 lakh voters exercised their right of franchise to elect sarpanches 4130 (2164 in 1966 in Kashmir and Jammu) and Pancho 29,719 (15,959 to 13,760 in Jammu and Kashmir). There are a total of 143 blocks in 22 districts in the state, going to the polls (77 of 66 in Jammu and Kashmir). The data in the region of Ladakh in Kashmir have been included.

Mr. Sharma said the sarpanches would be entitled to a charge of Rs 6,000, while a Panch could spend RS 3000 elections. Candidates had to submit a dispute the details of the costs of Deputy High Commissioner, District Panchayat Election Officer would be within 30 days after the announcement of the results.

The counting of votes will take place the same day it goes out the vote.

In 2001, elections were held by only 1,600 panchayats. Before this, the elections were held in the State Panchayat only three times in 1969, 1972 and 1978, while the Panchayat elections in most other states in the country were carried out from 11 to 12 times.

According to official sources, the elections to Urban Local Government or the Municipal Councils and Corporations Committees will take place after the Panchayat elections.

For April 13 elections, the notification will be issued on March 18 and March 25 is the deadline for filing nomination. Ballot will be held March 26, candidates can withdraw their name by March 28. April 17 elections, the notification will be issued on March 22, while candidates may submit an application until 29 March. Ballot will be held on March 30 and April 1 is the deadline for withdrawal of nominations.

For April 21 elections, the notification will be issued on March 25, applications can be submitted to the April 1 ballot will be held April 2 and April 5 is the deadline for the withdrawal of documents. From the April 25 poll, the notification will be released March 29. Applications may be submitted until 05 April, the date control was established on April 6 and the last date of withdrawal on April 8.

For April 30 elections, the notice will be published on April 1 and applications can be submitted until April 8. For May 4 elections, the notification will be issued on 5 April and applications can be submitted until 13 April. Seventh phase of voting will take place on 8 May, to which the notice is published on 9 April and applications can be submitted until 18 April. Eighth round of the notification will be issued on April 15 and polls will be held May 12. Applications may be submitted until 23 April.

Samba district will have three stages of voting. Samba block go to the polls on April 13 and April Vijaypur 17. Purmandal Ghagwal blocks and would have voted on 21 April.

Kathu district go to the polls in six phases. While Loha Malhar, Bani and Duggan blocks would have voted on April 25, Basohli going to vote April 30. Billawar vote was set for May 8 to May 12 and Kathu Hiranagar 16 May.

Udhampur district would also be a voting phase six. April 14, polls will be held in Udhampur, while Kenan vote April 17, Dudu Basantgarh Ramnagar and 21 April 25 April Ghord Majalta Pancharevo April 30 and May 4.

Reas and Ramban districts would be a ballot in four phases. Reas Poun block would go to the polls on 25 April 30 April Reas Mahora May 4 and May 8, while Ramban Arnas block would go to the polls on May 16, May 21 Ramsoo Banihal and May 4 May 29 Gool.

In the region of Ladakh Leh Kargil has 62,606 votes and 71,765.

In Kashmir, Anantnag district is 01.04 lakh votes, Kulgam 1.93 lakh, 1.34 lakh Shopian, Pulwama 2.63 lakh, 3.35 lakh Budgam, Srinagar 15,061, 1.21 lakh Ganderbal, Bandipora 1, 51 lakh, Baramulla and Kupwara lakh7 4.37 3 , 3 lakh.
