2 walkouts mark Question Hour in LA

Question Hour in Lower House today witnessed two walkouts, first by PDP MLA Nizamuddin Bhat and second by JKNPP legislators, though on different issues.

Bhat staged a walkout as he was dissatisfied with the reply to his question regarding construction of bridges by the Minister for Law and Parliamentary Affairs Ali Mohammed Sagar on behalf of Minister incharge Works.

Later, all three JKNPP members led by their legislature party leader Harsh Dev Singh walked out in protest against “the coalition government’s apathy towards Ramnagar and Udhampur in the identification of tourist spots for development during the financial year 2011-12 besides setting up of Tourism Development Authorities.”

They walked out of the House after raising supplementaries to the question of MLA Banihal Vikar Rasool regarding development of tourism sector.   
The Question Hour in the morning began at a very peaceful and cordial note as almost all the opposition members through supplementaries to the question of MLA Mohammed Irfan Shah demanded that there should be a discussion regarding improvement of power distribution system.

To this, the Political Advisor to the Chief Minister Mubarak Gul stated that during discussion on demands for grants for Power, they could raise their issues. This pacified all the agitating members.

Next followed Bhat’s question pertaining to construction of bridges.

Minister for Rural Development Ali Mohammed Sagar said that to provide road connectivity in remote and far flung areas of Bandipora constituency, the execution of work on 11 road projects costing Rs 32.46 Cr was apace under PMGSY, adding that construction of 11 more road projects of Rs 31.37 crore were also approved by the Centre for such areas of the constituency under PMGSY phase VIII. He said work on these projects would be taken up shortly.
He said the construction work on 6 Bridges at the total estimated cost of over Rs 6. 16 Cr had been also taken up in Bandipora constituency, of which construction work of Foot Bridge Guzarbal was completed at a cost of Rs 1.44 Cr. He said so far Rs 2.64 Cr had been released for execution of these bridges. He said under PMGSY one major bridge was also under construction on Sumlar-Surinder road.

After the minister’s reply, Bhat rose to raise his supplementary. While expressing dissatisfaction over the answer given, he shot a volley of questions. As he continued, Sagar intervened stating, “Aap Ko To Taqreer Karnay Ki Aaadat Hai.”

This was objected to by Bhat and after a brief argument with the Minister while raising his supplementary, Bhat walked out of the House as a mark of protest stating that he was not satisfied with the reply given.
As he left, his party colleague Javaid Mustafa Mir pleaded his cause and he too had a brief argument with the Minister over, what he said “unparliamentary language.”

Second walkout of the Question Hour occurred during Vikar Rasool’s question pertaining to tourism sector.
While replying to the question, Minister for PHE Taj Mohi-ud-Din on behalf of Minister for Tourism Nawang Rigzin Jora stated that the government had identified 58 new tourist spots for development in the state during current financial year. He said Dewan pur Krava, Kaskoot and Nowgam spots in Banihal tehsil had also been identified for tourism development.

The Minister said that areas of Doligam, Nowgam, Neeltop and Pogal Paristan had been brought on state tourism map by inclusion of these areas for eligibility of incentives under Tourism Incentive Rules. He said inclusion of these areas was part of the modifications in the incentive rules for tourism sector announced by the government. These incentive would become available for development of infrastructure in these areas through private sector after issuance of formal notification.
He said there was no proposal for establishment of a separate Tourism Development Authority at Mahu Mangith. He said establishment of a separate Development Authority for Doda, Ramban and Reasi districts was under consideration of the government and Mahu Mangith falling in tehsil Banihal would form part of the jurisdiction of the proposed Development Authority. He said development of Ziyarat Aslam Shah Sahab, Ziyarat Mehmood Shah Sahib, Syed Sahib, Ziyarat Sharif Saad Sahab and Ziyarat Sharief Shah Ashraf Sahab in Banihal tehsil had been taken up.

Upon this Vikar expressed his reservations about the government plan about separate tourism authority about Doda, Ramban and Reasi stating that to include Reasi was an illogical decision and reiterated TDA for Mahu Mangith.

Besides other members, JKNPP MLA Harsh Dev too raised a supplementary and rued that Choutran Mata project was not taken up. Far off areas with great tourism potential like Mahu Mangith and Dudu Basantgarh should be given preference.

Dissatisfied with the list of identified tourist places for development, JKNPP members later staged a walk out.
